In a press release from the Killingworth Democratic Town Committee, Chairman Mike Sanders announced: The Killingworth Democratic Town Committee has voted to extend its conditional support for the November 20th referendum regarding the BOSCO property. Town officials are recommending that a recreational complex be built on a 133-acre property that has been purchased by the Town. This property is located on Route 81. In light of the many unresolved issues related to the project, which is still in the "concept" stage, the committee made its support contingent on the process that will move it forward. The approved motion was "that the Democratic Town Committee support the referendum question as proffered and trusts that our elected officials and appointed board and commission members - the Board of Selectmen, Board of Finance, Land Use Committee, Inland Wetlands and Water Courses Commission and the Planning and Zoning Commission - will represent the town's interests by making informed and appropriate decisions." The members of the committee unanimously saw a need for additional recreational fields within the community. Killingworth's Municipal Initiative Workshop

![]() Tuesday, November 09, 2004Town Meeting Finalizes Debate on KRC
Almost 200 residents filled the All-Purpose room at Killingworth Elementary School last night to have a final discussion on the merits of building a recreational complex on the town-owned Bosco property. The vote taken during the meeting determined that the voting hours for the November 20 referendum be 8:00 a.m.- 8:00 p.m. at KES. Absentee ballots are available at the Town Offices. After a smaller than expected turnout for the first informational meeting and the town-organized sitewalk, residents in favor of the complex, turned out in force to support the project. Opponents of the project continued to denounce the site as unsuitable, and the project, too costly. The KRC would provide three all-purpose fields, three baseball fields, a softball field, a child's T-ball field, playgrounds, picnic areas, basketball, tennis and volleyball courts, community gardens, passive recreation areas, bathroom facilities, and stabilization of the farmhouse and at least one barn. The project is budgeted at $5.25 million dollars; that includes $4.65 million for actual construction, and $600,000 for design, engineering, permits and "soft" costs such as financing. There is approximately $570,000 built into the project for contingency costs and inflation. The project would be financed through the sale of municipal bonds and the estimated tax increase for property owners would be .6 mils. The initial design calls for the development of approximately 65 acres of the 133-acre site. The remaining land, that directly abuts the Cockaponset State Forest, would remain as passive recreation. The Town purchased the Bosco property in 2000 for $670,000 ($5,000 per acre). If the Complex is approved at referendum, the project would go out to bid using the Quality Based Selection process. The QBS criterion selects the most qualified firm for the job rather than a lowest bidder. The selected developer would then finalize a plan that would have to pass Town zoning, wetlands and conservation standards. The actual bonding of the project is not likely to occur until a plan that can meet the Town's standards has been developed. Clough Harbour & Associates, the recreation, architectural design firm that prepared the initial design was chosen for that task by the Land Use committee, using the QBS process. First Selectman David Denvir listed several projects CH&A has developed including the Olympic Complex in Lake Placid, and work with the U.S. Soccer Foundation. If the referendum passes, the Land Use Committee would be charged with selecting the developer. If the plan fails at referendum, Denvir estimated the Town would have spent approximately $75,000 towards the project. If a suitable plan cannot be developed on the site, the bonding would not be necessary. ![]() Monday, November 08, 2004PAYT Committee Reports on Transfer Station Hours
According to Pay As You Throw Committee Chairman Steve Hollander, efforts to improve waste disposal practices at Killingworth's Transfer Station are paying off. Continued increases in recycling and reductions in volume of general solid waste are being seen, and the Committee is studying ways to improve operations at the waste facility. PAYT will submit its final report to town officials before the end of the year. The PAYT Committee reports success in shifting some Transfer Station use from Saturdays, when there is very high volume use, to Thursdays, when use is less heavy. Such a shift has enhanced Saturday recycling; helping to minimize full recycling bins. Keeping the Transfer Station open until 7:00 p.m. has resulted in more use that day, helping to better manage operations on busy Saturdays. Thursday hours were adjusted earlier in the year from a 5:00 p.m. closing to a 7:00 p.m. closing. Transfer Station weekly hours are: Tuesday 3:00-7:00 p.m. Thursday 2:00-7:00 p.m. Saturday 8:00 a.m.-3:00 p.m. The PAYT Committee reminds users to secure trash loads when transporting them to the Transfer Station to avoid trash ending up on roadsides in town. Your cooperation is appreciated. ![]() High School Sports Update
