IWWC Upholds School Cease and Desist Order
The Inland Wetlands and Watercourses Commission voted July 28 to uphold a cease and desist order, at the Intermediate/Middle School construction site, issued on July 12 in regards to the school contractor's installation of a particle separator for storm water treatment. According to Schools Superintendent Gary Mala, the Commission's ruling could delay the opening of the school until September 2007.

The Commission was informed on July 12 that contractors were preparing to install a product called Downstream Defender™ to separate oils and solids from storm water. According to the IWWC, the product was not the same one approved on the permit. Commission Chairman Wayne Addy stated that any change to the original permit would require a revised set of plans and a review by the Commission. At its July 26 meeting and the continuation on July 28, the Commission heard from experts on both sides.

The District argued that the school plans and bid process called for the specified unit or equivalent and that the substitute units are accepted by the CT Department of Transportation and the CT Department of Environmental Protection. The District's representatives said that there would be no measurable difference between the two different units.

The IWWC stated that it issued the permit naming a specific brand, Vortechnics, as one 'car' in the storm water treatment 'train' based on recommendations from the Connecticut River Coastal Conservation District. The Commission determined that the Vortechnics unit was superior in lessening the environmental impact of the school project on the wetlands.

According to the meeting minutes, Project Engineer Jim Foote said that having to install the Vortechnics instead of the Downstream Defender™ would add thousands of dollars to the project due to the price difference and the cost of delays.

The Commission concluded however, that the District had not produced conclusive evidence that the substitute was equal to or better than the product named in the permit and that considerations of cost and scheduling delays on the project were" not compelling nor credible".

According to the Environmental Protection Agency the Downstream Defender™ is a treatment device engineered to capture settleable solids, floatables, oil and grease from storm water runoff. The Vortechs™ Stormwater Treatment System is designed to treat storm water runoff from urban areas or from any site with an impervious surface that threatens to drain pollutants into watersheds and other ecologically sensitive areas.

Transfer Station Gets a Make-Over
The Town Transfer Station received a mini make-over recently with the implementation of changes recommended by the Pay As You Throw Committee and approved by the Board of Selectmen. The new Transfer Stations hours have been adjusted to try and shift some traffic volume from Saturdays to Thursdays (Tues: 3-7pm, Thurs: 2-8pm, Sat: 8am-2pm); the white paper receptacle requested by residents in user-surveys has been put in place, and the PAYT is working on further reducing the higher fee waste volume by separating out mixed paper. The PAYT has recommended that new decals be issued no later than January 2006. By issuing new decals, the Town can monitor the number of users and discourage abuse. Comments and questions about the changes can be directed to PAYT Chairman Steve Hollander at 663-3008.

Town Hearse Returns Home
The Town of Killingworth's horse-drawn hearse, bought in 1871 from Cornwall & Warner Carriages of Middletown is back home after an extensive renovation by Mary Lightner of Wagonland Barn in Bernardston, Massachusetts.

The hearse is now owned by the Killingworth Historical Society and was briefly on display at the Black Rock School on Recycle Way. The $11,000 renovation included restoration of the detailed leatherwork on the seat and back; the interior curtains and accessories, and the overall structure. The two original lanterns that adorned the hearse have unfortunately been lost. The Historical Society is interested in any information residents may have in recovering the lanterns. Please contact the society at 663-2327.

The hearse is being housed in the barn of Historical Society member Bob Broach and will make an appearance at the Town Picnic in September and will be available for special events throughout the year.

The little known twist with the hearse is the habit of accidents occurring in the place where it is housed. The hearse was originally housed in a shed on the Congregational Church property on Route 81; That shed burned down last year. According to Historical Society founder Tom Lentz, the barn that housed the hearse for many years prior to the restoration also burned down. On mentioning this, all eyes turned to Broach who recently broke his arm falling from a ladder in his barn. Nothing like a mystery to go along with a hearse.
