To the Editor:
At a recent Killingworth Board of Selectmen meeting, the town road crew foreman suggested the town's Pay As You Throw Committee (PAYT) run the town Waste Transfer Station. We the PAYT members enthusiastically support Jim Ward's recommendation to selectmen! Mr. Ward's urging could not come at a better time. Tens of thousands of dollars in tax savings are going unclaimed at Killingworth's Transfer Station operations. Costly repairs are resulting from no preventive maintenance. While the reasons for this are many, it is just a few individuals responsible. Unfortunately it is the people we have most entrusted to safeguard our tax dollars. As one might guess, it is selectmen and the town road foreman himself who set standards on whether tax dollars are safeguarded or squandered. Why are they not paying closer attention? Maybe it is town road foreman Ward's understandable frustration with his boss First Selectman Marty Klein or maybe even the entire Board of Selectmen...we are just not sure. Perhaps a town road foreman who lived in Killingworth and pays Killingworth taxes might be even more watchful of saving our tax dollars. Read more. Next Spring the concert is planned for the new Intermediate/Middle School scheduled to be completed in January 2007.
In her program notes, Tozzo said, "As I stand here tonight, and think about all the concerts, musicals, talent shows, lip syncs and festivals that I have participated in on this stage, I've come to realize that it's not about what any of us will miss, it's really about remembering and cherishing all that has taken place here". The performance included four selections by the 8th Grade Concert Band: "Abington Ridge Overture", "Great Movie Marches", "Fire Dance" and "The Cowboys". The 7th Grade Concert Band performed, "Jamaica Farewell", When I'm Sixty-Four", La Paloma and ended with a crowd pleasing "Smoke on the Water". The 8th Grade Jazz Band performed the final set. Compactor Repairs Cancel PAYT Program At Monday's Board of Selectmen's meeting, a very disappointed Pay As You Throw Committee came looking for answers as to why their recycling project had been abruptly cancelled. On Monday, May 1, the Town's Pay As You Throw Committee announced it was initiating a trial program for on-site compacting of recycled cardboard and newspaper. The aim was to reduce the number of trips to the regional transfer station. On Tuesday, May 2, First Selectman Marty Klein sent a letter to the committee saying, "after much investigation consideration and, we have decided to you ask your committee not to use the MSW compactor" for the recycling.
The PAYT had asked for a formal vote to endorse the program over the winter, but were assured it was unnecessary. The Selectmen said the trial could proceed once the weather warmed. Klein said at Monday's BOS meeting, however that there was no formal vote to approve the project and he had to make an "instant decision" to stop the program. He said, the main compactor has required several thousand dollars worth of repairs in the last two months and the other two compactors, including the one requested by PAYT, would have to be reserved as back ups. He said, "the compactor is ancient, it's creaking, it's tired". He said the last thing he would want to do is to shut the gate and turn people away. The PAYT Committee suggested using the main compactor for the recycling program so that if it broke down, the Town would not be inconvenienced, but Klein would not budge. He said the 16-year-old compactor would not be able to handle the load. He praised the work of the PAYT Committee and said he would look into the situation further. Cardboard, newspaper, mixed-paper and other recyclables are still accepted and encouraged at the Transfer Station. Thursday, May 11, 2006Case Closed on Building OfficialThe Town of Deep River closed investigations against building official and sanitarian Richard Leighton. Leighton is Killingworth's building official as well. He was placed on probation last fall on first-degree larceny charges of over-billing the towns for training hours and mileage expenses. He was granted a special form of probation available to first-time offenders, last October by Superior Court Judge Patricia Harleston. Leighton was placed on two years' probation, ordered to repay the towns $8,000, and perform 200 hours of community service for a nonprofit charity.
According to the Hartford Courant, Deep River Selectman Richard Faust said he was convinced after reviewing the court file that there was no intent to defraud the town. Boys Tennis Streak at 14! Meyer Votes for Comprehensive State Transportation Plan State Sen. Edward Meyer and the state Senate voted unanimously last week for a $2.3 billion, 10-year transportation package designed to reduce gridlock and improve Connecticut's economic viability.
"At last, Connecticut has enacted a major and practical transportation plan, covering rail, bus, airport and highway improvements," Sen. Meyer said. "Both the economy and personal convenience of residents and businesses in my Senate district will be significantly helped by this far reaching plan." House Bill 5844, "An Act Concerning the Road Map for Connecticut's Economic Future," authorizes $1 billion in new, state-issued Special Tax Obligation (STO) bonding for strategic transportation projects and initiatives. The $1.3 billion balance will be paid with federal funds. The bill was unanimously approved 'on consent'; it was approved last week by the House on a 143-4 vote. The bill now heads to Gov. M. Jodi Rell, who is expected to sign it. The bill requires the DOT commissioner to implement strategic transportation projects and initiatives to improve and expand rail service and conduct environmental and projects that include planning and assessment for the expansion of I-95 between New Haven and Rhode Island. The bill also requires the commissioner to evaluate and plan for implementation of projects including the expansion of Route 9 and must identify obstacles to improved service on Shore Line East including, at least, increased service frequency, reverse commute service, and weekend service, and report his findings and recommendations to the legislature by January 1, 2007. He must also ensure that the state's transportation plans, including the master transportation plan, are consistent with the state transportation strategy as developed by the state Transportation Strategy Board and adopted by the legislature. You may have been noticing that your perennials are shooting up because of the mild weather that we had last month. If you haven't done so already you should remove all of the last year's dead leaves and sticks and transplant and/or divide them. Perennials should be divided now, or you can wait to divide them until September(after they have flowered).
Several advantages of fall division is that you will have a clear idea of where there might be holes in your garden and you will get more vigorous bloom from plants left to be divided in the fall. But if you prefer to divide them in the spring, when you plant them put a nice fresh mix of compost, peat moss and soil to give them a good start. Some perennials like hostas have a really tough root mass - a good tip for dividing them is to use a serrated bread knife - it will make you job a lot easier.( If you don't have one of these --they are readily available at local discount stores in the kitchen section.) Remember, when your divide your perennials you should treat then like new plantings for a few weeks...plenty of water. There's more!
