A Glimmer of Hope for Reservoir Road Residents
Ed Coppola, the Chairman of the Reservoir Road Bridge Committee for Engineering, reported Monday night that following the final rounds of interviews, Cardinal Engineering Associates has been chosen by the committee to do the repair work on the small crossing on Reservoir Road.

The Meriden-based firm proposed a plan that would fit the federal standards to build a large replacement bridge, but also presented the possibility of a low-cost, quick, yet long-term solution for the bridge's repair. This glimmer of hope for residents and travelers of the road depends on a favorable hydrology report. (Hydrology is the study of water distribution). If favorable results are reported, a repair could be only months away at a cost of $60-70,000 to Killingworth taxpayers. If the larger bridge is needed, the Town could investigate the use of a temporary bailey bridge until the permanent bridge work could commence. Coppola estimated that the actual cost of the state's offer of a "free" bailey bridge could be approximately $60,000 to install and uninstall. The permanent replacement of the bridge under the federal program might take almost year to get underway and several years to complete. Under the federal program, the Town would be responsible for 20% of the cost.

The Reservoir Road Bridge Committee for Engineering, established in April, was charged with reviewing the credentials of the bidding contractors and engineers, choosing the contractor to do the work and overseeing the federal grant and funding process. The charge was expanded at the public's request to review all feasible alternatives in repairing the bridge. In addition to Coppola, the committee consists of Brian Ahern, Steve Durdy, Louis Fronte, Paul McGuinness and Kurt Weiss.

The committee reviewed the submissions of 13 engineering firms beginning in May then narrowed the search to five. The five firms were graded and the highest rated firm was Cardinal.

First Selectman Marty Klein offers his monthly column.

The wear and tear of time and the steady increase in traffic over the past decade have brought some of our bridges and intersections to critical points. As a result, we have a few long over due road projects in the works or in the planning stages.

I am pleased to announce that the reconstruction of Alders Bridge Road is complete. The new section adheres to State specifications and is paved and striped for safety. The road intersects with Route 148 just west of Route 81.

Moving forward with the construction of a new bridge on Reservoir Road is my top priority. The steel culverts are rotted and the bridge has been closed to through traffic for a while now. I am aware of the inconvenience caused by the necessary detour and sympathize with the area's residents. The special committee that the Board of Selectmen appointed to research the facts associated with Reservoir Road considers Cardinal Engineering the best qualified to determine the scope of the work. The committee will help the firm look into alternative methods of building the bridge as soon as possible, without sacrificing either efficiency or safety. Read more of Klein's column.
