To the Editor:
At a recent meeting of the Killingworth Open Space Committee (KOSC), Board of Finance Chairman John McMahon outlined how the bonding cost to purchase both the Bosco and Wettish properties will vary between $200,000 and $300,000 per year over the next 20 years. The cost to purchase these 276 acres of land will, for the current fiscal year, be $210,000, only 1% of our $21 Million Town Budget. For a household paying $6,000 in property taxes, the increase will be $60.

Preserving the rural nature of Killingworth continues to be the highest priority of townspeople, based on recent and previous surveys. Eighty-five studies have determined that open space preservation costs less than residential development.

The KOSC is actively evaluating and pursuing opportunities to protect additional land in town, through purchase by the town and others (State of Connecticut, Regional Water Authority, and Killingworth Land Conservation Trust (KLCT). Please contact any of the officers of the KOSC or KLCT if you have recommendations or suggestions:

Dave Gumbart, Chairman KOSC - dgumbart@tnc.org
Bruce Dodson, Secretary KOSC, Director KLCT - scovilmed@msn.com
John Himmelman, President KLCT - jhimmel@comcast.net
Sue Davenport, Vice President KLCT, Member KOSC - s1davenport@comcast.net

Thanks for your continued interest and support!

Sincerely,
Bruce Dodson

Sen. Meyer Unveils Ethics Package
State Sen. Ed Meyer was joined yesterday by Senate President Pro Tem Donald E. Williams, Jr. and Sen. Gayle Slossberg to announce the Senate Democrats' ethics package for the upcoming 2008 legislative session.

"For too long Connecticut has been - not always jokingly - referred to as 'Corrupticut' due to our shameful history of corrupt politicians," Sen. Meyer said. "Now is the hour to change that, and this bold package of ethics legislation will move us toward greater government integrity."

The Democrats' proposals include:
• Revoke pensions of corrupt officials.
• Require ethics training for legislators and municipal elected officials.
• Examine extending restrictions to state officials who lobby legislators.
• Create a permanent bipartisan process for investigating alleged misconduct by legislators.
• Enact a code of conduct, including a criminal penalty for elected officials who fail to report a bribe.

"Some of these proposals are new, some have been considered in the past, but one thing they all have in common is the potential to strengthen the public's trust in state government," Sen. Williams said. "We must stay vigilant in our efforts to improve transparency and give Connecticut families the government they deserve. I look forward to working with Senator Meyer and members of both parties to enact these important reforms into law."

State Will Allow Traffic Light, But Not Pay For It
The Board of Selectmen last night, discussed recent correspondence from the State Traffic Engineering Bureau of Engineering and Highway Operations regarding the traffic light requested for the entrance to the new middle school. The state denied the request to install a traffic light on Route 81 earlier in the year because it was too close to the existing traffic light at Rts. 148 and 81, and did not have accident or speed reports to support the installation.

The Town and School District, with the support of Sen. Ed Meyer, and Rep. Brian O'Connor, asked the state to reconsider the request again this fall now that all four grades are in attendance at the school. The state's response was that the Department does not normally support or participate in the installation of signals which do not meet the volume warrants over an eight hour period. However, due to the Town's and local legislative contingent's strong desire for signalization and considering that the four hour and peak hour warrants are satisfied, the Department would be willing to recommend to the State Traffic Commission that the Town be granted permission to install, own, operate and maintain a traffic signal at the school drive on Route 81. The design, installation, and ownership of the signal would be the responsibility of the Town as well as maintenance and the payment of the electrical energy required to operate the signal.

First Selectman Richard Cabral said the cost of the light was estimated at $125,000. BOS members agreed that the Town should not pay for the installation of the light.

Active Republicans Wanted
Would you like to be more involved in town activities and politics? Next month the Killingworth Republican Town Committee will be reconstituting its membership, as is required for 2008. If working for good leadership in our town interests you, contact KRTC chairman Frank Cunningham at 663-1318 or at cunningham80@comcast.net. Town Committee members seek candidates, work to elect them, serve on local boards and commissions, and know what is going on behind the scenes. Plus, we have fun!
