CRRA Hands Down MandateThe New Haven Register is reporting that unless the town turns over the nickel-deposit cans and bottles being collected at the transfer station for the Boy Scouts, the Connecticut Resources Recovery Authority will cancel a recently announced $10 per ton rebate for recyclables received from Killingworth.
The CRRA contract requires the town to deliver "all acceptable recyclables generated within your town" to the faciility in order to be eligible for the rebate. "While your town may have been relying on diversion of fiber or utilizing nickel deposit money to help offset town transfer station or other municipal costs, or fund charitable organizations, in order to maintain your eligibility for rebates you must send all the recyclable materials to the Mid-CT facility," wrote Thomas Gaffey, CRRA director of recycling and enforcement.
Don Berry, who oversees the operation of the transfer station, allows residents to drop their returnables in a separate container at the transfer station. When the box is full, he notifies MLI Redemption Services of Stratford, which then collects the cans and bottles and writes the Boy Scouts a check.
Town Attorney Michael Wells is reviewing the town's contract with CRRA before selectmen decide what to do, but Selectwoman Cathy Iino said the can program may have to move from town property in order for it to continue.

Trooper Encourages Residents to Lock UpResident State Trooper Matt Ward reports that there have been quite a few larcenies in town recently from unlocked motor vehicles. GPS units, satellite radios, IPods, change and other electronic items are easy targets for opportunistic thieves. Trooper Ward also confirmed that there have been a few residential burglaries in the area. There have been one or two in town, several in Haddam and one or two in Madison and Clinton. One town incident involved power equipment being stolen from an unlocked storage shed. Trooper Ward encourages residents to lock their cars, homes and storage sheds.

Fire Company Receives FEMA Grant

The total grant of $235,560 will be shared by seventeen area fire companies. The money will help fund the purchase of an identification system that uses personal tags with bar codes to keep track of firefighters on the scene of a fire. Many local fire departments currently use an accountability system that requires individual firefighters to carry two name tags, one that is left on the truck and one that is used on the scene to track where a firefighter is working on the blaze.
While systems vary according to department, the universal safety goal is to know who is working the scene and where those firefighters are. The new system, which is the same one adopted by the Homeland Security Department, uses identification tags with bar codes that can be swiped on the scene by a hand-held computer. All fire departments will eventually be able to swipe cards on any computer at any scene.

CRRA Announces Hike in Tipping FeesThe Connecticut Resources Recovery Authority announced late last week that towns that make up the Mid-Conn project, including Killingworth, will pay 25% more to dispose of its garbage. The increase was unanimously approved by the directors of the quasi-public agency.
The agency has projected that the $76 fee, that will take effect July 1, will jump again to $81 per ton in 2010, $88 per ton in 2011, and $90 per ton in 2012.
CRRA President Thomas D. Kirk said commercial waste haulers, who under their contracts with the authority can quit it should the fee hit $72 per ton, may decide they can get a better deal elsewhere. Paul Nonnenmacher, a spokesman for the authority, said the increase was needed to close its Hartford landfill and ship waste to other sites out of state.
