Sen. Meyer Welcomes Court Rejection of Islander East Project
State Sen. Edward Meyer, who is co-chairman of the Environment Committee, yesterday welcomed the decision by the 2nd U.S. Circuit Court of Appeals in New York to reject a plan by the Islander East Co. to build a 50-mile natural gas pipeline from Branford, Connecticut to Yaphank, New York.

Sen. Meyer has been fighting against the proposed pipeline for several years; Connecticut's state department of Environmental protection has twice denied the necessary permits needed for the project.

"This is great news and a major victory that preserves the superb natural resources - including shell fishing beds - of the Branford shoreline and Thimble Islands," Sen. Meyer said. "The court decision also establishes a highly significant legal precedent that recognizes a state's right to protect its own environment."

Islande's decision not to grant the project the necessary permits. The DEP denied Islander East's application in 2004 and again in 2006, saying the 50-mile pipeline's route would damage water quality, natural resources and prime shellfish beds.

Islander East needs Connecticut water-quality permits to secure federal approvals for the pipeline, which would connect Branford to Long Island's eastern end. Yesterday's decision could lead Islander East to change the proposed route, appeal to the U.S. Supreme Court, or scrap the project.

To the Editor:
I agree with Phil Stull that the proposed budget should focus on the here and now as opposed to the unforeseen future problems of Killingworth. The alloted $900,000.00 would be best invested in a way that would benefit current residents and save the town money now, money that could be reinvested each year. With current fuel price problems, the obvious solution is to focus on alternative fuels. The roof of HKMS sits high upon a hill and seems to be in a position to receive lots of solar rays. I had solar panels installed 2 years ago to cover the side of our roof that faces south. I did it to be green initially, but now that fuel prices are higher than ever, I am quite pleased that I got in when I did. Yes, it was a bit of a tug at the pocketbook, but more than half of the initial investment cost was paid back to us by the state of Connecticut and I receive a quarterly check from factories in Massachusetts who are required to buy clean energy to offset their pollution to the environment, not to mention that our CL&P bill is about 25% of what it used to be!! I can only imagine that the electric bills for the large schools that we have in Killingworth, eat up a large portion of the school budget. Solar panels work year round and would provide a source of income for the town. I propose that we take a portion of the $900,000 and convert at least one district school to solar power to save money and to have a better environment for our children's children.

HK Sports: The Portland Highlanders were able to knock off the HK Varsity Baseball team on Friday for a come from behind win, 4-3.

HK came out of the gate strong scoring a run in the top of the first when Alex Pollack crossed home on a wild pitch. Another run was added in the fifth when Pollack singled to move Sean Zapatka to third and Steve Landell followed with an RBI groundout to plate Zapatka. Things got even better in the sixth when Kyle Allison blasted a lead off home run over the left field fence to give the Cougars a 3-0 lead.

All the while starting pitcher AJ Margnelli was in the middle of pitching five perfect innings, allowing only one ball to leave the infield.

Unfortunately, the wheels came off for the Cougars as Portland used a combination of hits, walks and errors to score two in the bottom of the sixth and two more in the bottom of the seventh to win it.

HK falls to 9-3 (8-3) with the loss, but does not have much time to dwell on it as they return to action tomorrow when they travel to Ellington for a 2:30 non-league contest.

Cabral Welcomes KES Artists
First Selectman Richard Cabral welcomed Killingworth Elementary School students from Alexia Kelsey's Art classes to Town Hall last week. The students' artwork was on exhibit in the Town Office Building conference room in April as part of Cabral's initiative to bring more recognition to the town's young artists.

Art Teacher Alexia Kelsey and First Selectman Richard Cabral with Third graders: Robbie Roija, Jenna Marciniak, Jarod Castro and Brooke Perrotta; Second graders Alfonso Torres, Elizabeth Doxsee and Kate Saari; Kindergarteners Brook Morman, Lauren Burley and Jack Davis; and inset: First Graders Rebecca Conti, Erin Figurelli, Joseph Signora and Travis Watrous. Missing from photos Ian McHugh

To the Editor:
Now is not the time to take $900,000. and put it aside for some unspecified future expenditure. Killingworth taxpayers are facing the highest energy costs in history, the greatest threat to our home equity in generations, the growing prospect of employment and business uncertainty for the next few years, and the state and many towns are now going into the red. $900,000. is on average about $380. per household in Killingworth, and instead of Killingworth's government keeping this money and saving it, they should cut taxes and return these hard earned and needed funds to those that can best use them to help tide their families over during these ever increasing hard times.

This proposal is not good planning for the future, but rather, poor decision-making based upon insensitivity to Killingworth taxpayer's economic realities. Good government saves money in prosperous times, and returns surplus monies in hard times. Vote No, on this ill-conceived budgetary decision, and Yes, to reducing taxes and common sense at the Town Meeting.

To the Editor:
My family and I just moved to Killingworth a couple months ago and we love the area. The rural nature of the town is just beautiful. Unfortunately, I have noticed that there is a large amount of trash being thrown out of cars onto the roadsides. The majority of the trash seems like alcoholic beverage containers, probably discarded by young people before going home to Mom and Dad. My question is, do you know where your children are and what they are doing?

Can the town supply a few roadside trash cans that might prevent the amount of litter I have been seeing? In the last day or so, I noticed what looks like three cases of beer cans and assorted bottles thrown onto the Land Trust property (River Road) behind the cemetery. There is also quite a bit along Green Hill Road, near River Road. Are we raising our children to disregard nature and the beautiful town we live in? It breaks my heart to see it.

If it is not the youth that is responsible, then shame on any adult who would litter and destroy our spectacular countryside. Is there a fine for littering in this town? If so, then please report anyone seen discarding trash along the roadsides. It shouldn't have to be the responsibility of homeowners to pick up others trash around their neighborhoods. Please question your kids, or think twice before throwing something out your window. Take care of your surroundings. Let us all enjoy the beauty of this wonderful town.
Respectfully,
Kathleen McQuade

HK Sports: Thanks to a gutsy, shut-down save from AJ Margnelli, the Haddam-Killingworth Varsity Baseball team was able to douse a late Morgan rally and defeat the Huskies, 3-2, on Wednesday.

The afternoon looked promising for HK as they took an early 1-0 lead thanks to a Mike Theriault RBI single in the second inning. Morgan tied the game in the bottom of the fourth as they scratched a run off of HK starting pitcher Lou Annino with a sacrifice fly.

The Cougars finally seemed to break the game open in the sixth as Alex Pollack lead of the inning with a text book drag bunt single. Steve Landell followed with a ringing single back up the middle, and Mike Waterbury's perfectly placed bunt gave HK the bases loaded with no one out. A questionable interference call gave Morgan an out, but Kyle Allison's infield RBI single gave the Cougars a, 2-1, edge. Theriault followed that up with a sacrifice fly to give his squad a two run lead.

Annino entered the seventh inning seemingly on his way to a grind-it-out win, but two singles and an error loaded the bases for Morgan with no one out. An RBI single to the next batter ended Annino's day on the hill, but would set the stage for Margnelli's heroics. With HK desperately clinging to a one run lead, with the bases still loaded, Margnelli retired the next three hitters in order to preserve the win.

HK now moves to 9-2 (8-2) and will face Portland on Friday. The game is at 3:45 at Portland high school.

State Police Seeking Public Assistance in Identifying Suspects
On April 20th, 2008 a State Trooper was assigned to investigate a burglary into a motor vehicle in Killingworth, CT. During that investigation the Trooper was able to surmise that the method of this (forced entry) break-in was similar to several other incidents being investigated in the Killingworth, Westbrook and Clinton area.

During the course of the investigation the victim informed the Trooper that a pocket book containing identification and credit/debit cards was stolen from the vehicle. Subsequently the victim's credit/debit cards were utilized in a retail store in the New Haven area.

With that information and with the cooperation of the retail store the Trooper was able to obtain surveillance photographs of a male and female suspect that utilized the victim's credit card to make an illegal purchases.

The suspects in the use of the stolen credit card are described as
1. a white male wearing a camouflage baseball style hat and blue t shirt with a New York Yankees symbol on the front and the number "2" and name "Jeter" on the back
2. a white female with long reddish brown curly hair
The suspects were observed operating a smaller size 4 door dark colored vehicle.

Linked here are several surveillance photographs of the suspects entering the retail store and exiting the same store with merchandise illegally purchased with the victim's credit card. Also included are surveillance photographs of the suspects and the vehicle they arrived at the retail store in New Haven.

Anyone with information in regards to the identity of these suspects is asked to call State Police at Troop-F in Westbrook at (860) 399-2100 and reference case #08-00182401.

Town Officials Present Budget
Board of Finance Chairman John McMahon proposed a 2008-2009 budget to residents last night at the Annual Town Budget Hearing that would maintain the current 21.2 mill rate. The budget reflects $5,932,063 in general fund expenditures and $124,200 in capital expenditures. There are modest increases in general government, public safety, conservation, recreation and land use expenditures, and decreases in highway, sanitation and health and community service allocations. The most significant difference in the budget from last year is the drop in the Town's portion of the Region 17 budget. If approved in next Tuesday's referendum, Killingworth's share of the education budget would be $15,345,795; a decrease of $82,000.

If approved, the Town budget will also put away almost $900,000 in the undesignated fund balance to save for future expenditures. McMahon said, the Town has a history of inadequate long-term planning and is now looking to change that. He said the undesignated fund would be available for future expenditures such as infrastructure, open space purchases, the town office building and future ball fields.

The Board of Selectmen has proposed the purchase of $1 million in bonds or short term bond anticipation notes for the construction of athletic fields on the Wettish property and the repair of Burr Hill Road. McMahon said the notes are currently being offered at approximately 2.5% including fees. He has encouraged the Board of Selectmen to seek Town approval quickly while the rates are favorable.

Residents will vote on the budget next month at the Annual Town Meeting.
