First Selectman Richard Cabral directed Highway Foreman Walt Adametz to close Lover's Lane until repairs can be made to alleviate the flooding and deterioration of the popular cut through between Route 148 and Route 81. The road will be closed some time this morning. Adametz reported to the Board of Selectmen Monday evening that he is pursuing two options for repaving the road. BOS members agreed that the road is not safe for travel right now and should be closed until the repairs can be completed. According to Adametz and Selectwoman Cathy Iino, the constant rain has caused considerable damage to the roadway. Iino said she no longer uses the road because the flooding is constant and she cannot determine the depth of the water.
The Army Corps of Engineers and the Connecticut DEP, as well as the Town's Inland Wetlands Commission have denied repeated requests to enlarge the pipe system that drains the area. Adametz said the alternative is to apply three lifts of asphalt and clean out the accessible pipes near the north end. Adametz said he will have fixed costs by the end of the week, but estimates the project will run about $40,000. The prep work would be done by the town crew and the paving would take about two days. The project cannot be started until the roadway is dry, however, so BOS members agreed to close the road and immediately process the funding approvals through the Board of Finance so as soon as the road is dry, the work can begin. Governor M. Jodi Rell yesterday announced that she is appointing a top Office of Policy and Management official to work closely with municipalities and regional planning organizations to help them expedite their stimulus-funded projects and navigate the regulations and tight deadlines required under the American Recovery and Reinvestment Act of 2009 (ARRA).
The Governor said OPM Undersecretary of Intergovernmental Policy David LeVasseur will serve a stimulus ombudsman to local and regional officials. LeVasseur has overseen the state Office of Responsible Growth since its inception in 2006. The former First Selectman of Killingworth, LeVasseur has an extensive background as a planner and a conservationist. "David certainly understands the hurdles local governments and planning agencies must deal with on a daily basis," Governor Rell wrote in a July 13 letter to municipal officials. "As we have discovered, utilizing Recovery Act funds comes with many challenges, and at times, some frustration. In particular, using stimulus money means applying the letter of the federal law in every step of the project. David's duties will include helping our municipal partners navigate the ARRA requirements and deadlines and provide clarity every step of the way." Since President Obama signed the stimulus act into law on February 17, 2009, more than $1 billion in stimulus funds have been committed to projects and initiatives around the state. Additionally, the Governor's staff and other Administration officials have held workshops, informational forums and have briefed numerous interested organizations and municipal representatives to assist them in identifying funding opportunities and understanding ARRA requirements. ![]() Agenda 1. Monday, July 13, 2009Local students Lauren Blewett and Kurt Isleib were recently awarded the prestigious Scholar-Leaders award for Haddam-Killingworth Middle School. Students are chosen by their teachers based on their records of scholarship, leadership and service to their community. The award is given annually to one girl and one boy in grade 8 across over 140 middle schools in Connecticut and is sponsored by a variety of organizations, most notably, the Connecticut Association of Schools (CAS).
The students were honored at a banquet with winners statewide held at the Aqua Turf Club in Southington on June 1st. In addition to their parents, HKMS Principal Miriam Wagner, and Guidance Counselor Joan Hill, the students each invited a teacher to join them. Lauren was accompanied by Sharon Papale and Kurt was joined by Joe DeRose. The banquet, with over 1,400 in attendance, was made possible through the generosity of the McDonald's Owner Operators of Connecticut and Western Massachusetts. ![]() Photo courtesy of Grynn and Barrett. ![]() Built by the Green Mountain Club between 1910 and 1930, the Long Trail is the oldest long-distance trail in the United States. Sunday, July 12, 2009In an effort to improve our camp services in Killingworth, the HK Recreation Department's Summer Camp Program will be making the following adjustments to our program effective this Monday, July 13th:
1. We will continue to offer the Extended AM and PM program at the new Middle School site. a) We will also accept 6, 7, & 8 graders for drop-off and pick-up at this program. 2. At 8:45 AM each morning, we will bus all Killingworth children to the High School camp site for the 9:00 AM - 3:30 PM day camp. At 3:30 PM, we will bus all the Killingworth children back to the new Middle School site (3:50 PM arrival at the Middle School site). 3. The daily bus run will be available to all campers whether they attend the extended day program or just the camp only program. Some of the advantages of this adjustment are: a) All Killingworth campers can be dropped off and picked up in Killingworth including 6, 7, & 8th graders. b) All campers in a family (regardless of age) can be dropped off at one location in Killingworth. c) All working parents in Killingworth can utilize an extended day child care service for all their children at a Killingworth location. d) All Killingworth campers will no longer have to take an additional daily bus trip to the High School for swimming lessons or free swim, they will already be there. e) All Killingworth campers will be able to attend Sports & Specialty Camps (9:00 -12:00 noon) at the High School site and be escorted to and from. As always, parents have the option of dropping off and picking up their child at either camp site. If you have a child/children registered for our Summer Camp from Killingworth, please let our office (345-8334) know whether you want to utilize the AM bus, PM bus, or No bus. Thank you for your support and understanding. We are striving to provide the best and most affordable camp experience for your children as well as meeting your day care needs. Please do not hesitate to call us with any questions. ![]() Regular Meeting of the Board of Selectmen Monday, July 13, 2009 at 7:00 p.m. Town Office Building 1. Call to Order 2.
