May 22, 2006 - REGULAR
1. Call to Order
The Killingworth Board of Selectmen held its regular meeting on Monday, May 22, 2006, at the Killingworth Town Office Building, 323 Route 81, Killingworth, Connecticut. In attendance were First Selectman Martin Klein, Selectman Fred Dudek and Selectman Edward Sipples. First Selectman Klein called the meeting to order at 7:00 PM.
First Selectman Klein noted there were no Tax Abatements/Refunds and the scheduled Visitor was not present. Eric Auer could not attend the meeting and therefore the Bethke Field Fencing Bids will be opened and given to Mr. Auer for review.
3. Executive Session – Lagoon Contract – Mike Wells
Motion by First Selectman Klein, second by Selectman Dudek, to go into Executive Session at 7:02 PM for the purpose of discussing the Lagoon Contract with Town Counsel Michael Wells and Recording Secretary Judith Brown in attendance. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried.
Motion by First Selectman Klein, second by Selectman Dudek, to come out of Executive Session at 7:25 PM. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried. No action was taken.
8. New Business

Motion by First Selectman Klein, second by Selectman Dudek, to appoint Dan Colonia, Shelly Cumpstone and John Machold to H-K Recreation Authority, pending Town Meeting approval. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried.
Motion by First Selectman Klein, second by Selectman Sipples, to appoint Paul McGuinness to the Reservoir Road Bridge Committee. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried.
9. MK Announcements
First Selectman Klein noted the Memorial Day Parade would be held on May 29, 2006.
7. Old Business
There was a brief discussion regarding Affordable Housing. Since the last meeting a letter has been found in the file from the resident at 19 Warwickshire and this matter will have to be discussed further.
Motion by First Selectman Klein, second by Selectman Dudek, to add Computer Discussion to the Agenda. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried.
Kevin Smith from Sextant BTS introduced himself. Mr. Smith noted he previously did a pretty thorough review of the Town’s computer system and there are some issues. He pointed out the data is not being backed up properly and the tape driver on the server is not functioning properly. The Town should also have a means for storing data off site which it does not currently do. Mr. Smith noted he has been in IT consulting for 15 years and there are basic principles that should be followed in order to avoid major catastrophes. Systems need to function properly and be updated on a regular basis. Surge protection was also discussed.
2. Approve Minutes of May 8, 2006
Motion by First Selectman Klein to approve the May 8, 2006 Minutes. Discussion followed. Selectman Sipples noted he reconstructed the end of that meeting where ‘Selectmen’s Concerns’ had been discussed but was omitted from those Minutes. Selectman Sipples read into the record what he would like added to the Minutes. Motion by Selectman Sipples to approve the May 8, 2006 Minutes with the addition of Agenda Item #9 – Selectmen’s Concerns as just read by Mr. Sipples. Voting in favor – Sipples. Opposed – Klein. Abstained – Dudek. Motion Failed.
No further items were taken up as there was a Town Meeting at 8:00 PM.
10. Adjournment
Motion by First Selectman Klein, second by Selectman Dudek, to adjourn this meeting at 7:55 PM in order for the Board members to attend the Town Meeting. Voting in favor – Klein, Dudek, Sipples. Opposed – none. Motion Carried.
