1. Call to Order
The Killingworth Board of Selectmen held its regular meeting on Monday, July 23, 2007, at the Killingworth Town Office Building, 323 Route 81, Killingworth. In attendance were First Selectman Martin Klein, Selectman Fred Dudek and Selectman Edward Sipples. First Selectman Klein called the meeting to order at 7:00 PM.
2. Approval of Minutes
Motion by Sipples to approve July 9, 2007 Minutes amended as follows -
Page 3, under 8., 10th paragraph, correct 3rd sentence to read, "The chairmen of our local Killingworth committees have been invited."
Page 4, under 9., 4th paragraph, correct 1st sentence to read, "Sipples noted the Board now has a copy of the Town Engineer's letter pertaining to Lover's Lane...".
Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
3. Visitors - none.
4. Tax Abatements and Refunds
Selectman Dudek reviewed the tax abatements and refunds. Motion by Dudek, second by Sipples, to approve Tax Abatements (3) as reviewed (copy attached), and approve for payment Tax Refunds (11) as reviewed (copy attached). Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
5. Appointments/Vacancies
1. Traffic Study Committee - Vacancy
First Selectman Klein noted Phil Stull has resigned from the Traffic Study Committee. No one has come forward yet to serve.
2. Wettish Property Dev. Advisory Subcommittee Appointments
Motion by Dudek, second by Sipples, to appoint the following individuals to the Wettish Property Dev. Advisory Subcommittee - Chris Kelly, Eric Auer, Dan Colonia, David Gross, Richard Otto, Hilary Kumnick and Terry Nixon. Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
There was discussion regarding vacancy of alternate on Zoning Board of Appeals. Selectman Sipples noted he had two letters, one dated July 18th and one dated July 20th with 2 different names. It was noted Irene DesJardins was a part time employee with the Town working in the Land Use Office. Selectman Dudek thought that might be a conflict of interest. The Democratic Town Committee has since submitted the name of Jeff Reisman for the position and Irene DesJardins has withdrawn her name due to the fact this might be a potential conflict of interest.
Motion by Sipples, second by Dudek, to add item to the agenda under Appointments & Vacancies, Appointment of ZBA Alternate. Voting in favor - Sipples, Dudek, Klein. Opposed - none. Motion Carried.
Motion by Sipples, second by Dudek, to appoint Jeff Reisman as ZBA Alternate as recommended by the Democratic Town Committee to fill the vacancy of Brian Young. Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
6. Old Business
1. PAYT - FOI Hearing 8/17/07
First Selectman Klein noted the PAYT Committee has not withdrawn their complaint with the Freedom of Information Commission and therefore a hearing is scheduled for August 17, 2007. First Selectman Klein and Town Attorney Michael Wells will attend said hearing.
7. New Business
1. Middlesex Hospital Homecare/Public Nursing Services Agreement
Motion by Sipples, second by Klein, to authorize the First Selectman to enter into an agreement with the Middlesex Hospital Homecare/Public Nursing Services. Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
2. Library Air Conditioning System Proposals
First Selectman Klein noted he had instructed Nancy Bradley to get a more detailed estimate for the air conditioning system. Selectman Dudek noted the proposals received did not appear to be similar. Klein indicated he had told Ms. Bradley to discuss this matter with the Building Inspector, have the Building Inspector develop a set of specifications and then go out and get 3 bids. Dudek noted the pricing on the bids received were all over the place and didn't appear to be comparing "apples to apples". Selectman Sipples asked if this was within the Building Inspector's normal job duties. Klein noted Building Inspectors are supposed to be very knowledgeable and it seems that would be the person to do this. It was noted there were 4 quotes ranging from $4,700 to $10,500. First Selectman Klein will discuss this matter with Richard Leighton, Building Inspector. Dudek pointed out anything over $5000 requires an official set of specs.
8. MK Announcements
First Selectman Klein reported on the following -
Waiting for final testing of the lagoons. Two are finished. Two have been cleaned out and waiting for testing results. Should have results by Friday. Dudek asked what the Town's responsibility is after the lagoons are closed. Klein indicated the test wells will be monitored quarterly.
Green Hill Road/Route 81 - everything should be on site to move along. That should take about a month.
Burr Hill Road - Army Corps of Engineers has approved the project which is in the watershed. This project should be ready for next spring. Bids to go out this winter.
Reservoir Road Bridge - the Town is 2 to 4 months ahead of schedule. The Reservoir Road Bridge Committee meet recently and things are moving along. Test borings will be starting and hope to be in construction in the spring of 2009 and the bridge should be done in about six months.
There was a brief discussion regarding bidding process and monies available in the budget for certain projects.
Reviewed various projects the Town Crew is working on. Klein indicated the Town is now using a few tree contractors to do tree work.
9. Selectmen's Concerns
Selectman Dudek noted he did not have any concerns to bring up.
Selectman Sipples asked Chris Kelly if there would be any plans available for review (Wettish property) prior to the November Election. Mr. Kelly noted the objective is to have a scope of services proposal this week. Mr. Kelly also noted they are looking at a conceptual plan for the total property.
10. Executive Session
Motion by Klein, second by Dudek, to go into Executive Session at 7:34 PM for the purpose of Labor Discussions - Public Works Supervisor Applications. Voting in favor - Klein, Dudek, Sipples. Opposed - none. Motion Carried.
Motion by Dudek, second by Sipples, to come out of Executive Session at 8:20 PM. Voting in favor - Dudek, Sipples, Klein. Opposed - none. Motion Carried. No action was taken during Executive Session.
