Regular Meeting #06-04

The Regular Meeting was called to order at 7:34 p.m. by Secretary/Treasurer Gaylord Rockwell.

Visitors: Raymond Sanford, Michael Amato, Charles Elias, Warren Schumack
Charles Elias addressed the commission requesting an amendment to the permit that was granted to Sherwood Anderson for the Sherwood Forest Subdivision off Route 81. A water storage tank will be installed approximately 100’ from Route 81, outside the wetland area. R. Tanko moved, seconded by M. Sanders, to amend the existing permit to allow for the installation of a water storage tank as shown on the submitted plan, as revised January 2006. The motion carried unanimously. 

Minutes: The minutes of the February 14, 2006 Informational Session were approved by a
consensus of the members.

Enforcement Officer’s Report: Cathie Jefferson provided information on the following:

Mr. Fraser dropped off a plan showing what has been done on their property on Route 148. A letter sent to him asked him to submit a plan showing what he intended to do on the site so the commission could review it and approve his plan before the work started. She will contact him to submit an After-the-Fact permit application.

A Request for Review has been received for a proposed subdivision of the town owned Bosco property on Route 81. A portion of the property will be deeded as Open Space. No regulated activities are proposed.

She has received a copy of the flagged wetlands map of the Wettish property.

A training DVD from the CT DEP Wetlands Management Section is available. It is supposed to be similar to the training program that many members of the commission have attended.

One Request for Review form has been received.



OLD BUSINESS

A. Notice of Violation to Ty Wallace – 77 Burr Hill Road
A letter was sent to Mr. Wallace that included recommendations from Engineer Roger Nemergut that were approved by commission members to stabilize the site of the proposed driveway. The eleven items have not been completed at this time. Enforcement Officer Cathie Jefferson will continue to monitor the site.

B. Discussion of IWWC Attorney selection
Enforcement Officer C. Jefferson reported that she received information from a professional planning service regarding the number of towns that use the same attorney for both a town attorney and an individual commission attorney, and those that use a separate attorney. No decision was made at this time by the commission.

C. Notice of Violation to Michael Amato – 92 Parker Hill Road
Michael Amato attended the meeting in response to a Notice of Violation that requested his presence. Commission members would like to know what his plan is to stabilize the site so as to minimize erosion. The swale that has been constructed now has the water draining in two directions. Mr. Amato will have Maurice Woodworth call Cathie Jefferson to find out what information the commission needs.

NEW BUSINESS

A. Town of Killingworth permit for relocation of Transfer Station – Route 81
Raymond Sanford, Licensed Professional Engineer from TPA Design Group, gave a presentation on the proposed plan for the Town Center project on Route 81 just north of the library. The first phase in the plan includes the relocation of the Transfer Station and the construction of a new access road (approximately 1500’). A detention basin is proposed to take runoff from the site. Alternatives to this plan have been considered, but none are feasible. The Corps of Engineers has inspected the site. Approximately one and a half acres will be altered and .57 acre will be restored, enhanced, or created. Commission members will inspect the site on March 25th at 8:30 a.m.
