Regular Meeting #06-13

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Minutes: The minutes of the June 27, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

She is meeting with Jim Bardelli at the new RSD #17 Intermediate/Middle School to do a site inspection of the silt fences to determine if any or all of them can be removed.

Work will begin on the road of the Cranberry Lane Subdivision

She inspected the most recent phase of The Ridges at Deer Lake and found the area to be well stabilized, even after all of the rain.

Six review forms have been submitted.



OLD BUSINESS

A. Roy E. Moore Request for Review for pond construction – Lot 43 Buell Hill Road
No additional information was submitted tonight.

B. M. & W. Richter (owner), D. Anderson (Anderson-Wilcox) (applicant) Request for Review for driveway and utilities – Schnoor Road
Discussion was tabled pending additional information being submitted.

C. J. Federico permit application for accessory buildings – 106 Roast Meat Hill Road
A revised plan was submitted by Maurice Woodworth for construction of a barn and shed within the buffer area of the pond. The location of the shed was changed slightly from the proposal submitted at the last IWWC meeting. No change was made in the location of the barn. A motion was made by R. Tanko, seconded by T. White, that approval be given for construction of a boat house and barn and a permit be granted to John Federico as shown on the map “Proposed Accessory Buildings, #106 Roast Meat Hill Road, Killingworth, Connecticut”, dated 6/13/06, revised 7/11/06, with the condition that all storage for oils and/or gas be in a containment area. The motion carried with two votes in favor and one against. G. Rockwell abstained because he lives across the street from this site.

NEW BUSINESS

A. Old Church Commons – Route 81 – preliminary discussion
Engineer Roger Nemergut discussed a proposal for a modification of a commercial development plan that was approved in 2002. The potential tenant of the new development, True Value Hardware, is proposing three buildings on the site. When the permit was originally approved, the review zone was 50 feet; under the new regulations, it is now 100 feet. The only entrance will be from Route 81. Members asked Mr. Nemergut to calculate the numbers of the runoff on the original proposal as compared with the new plan. Additional details will be submitted at the next meeting. Property owner, Robert Dowler, said he will submit a letter requesting an extension of the previous permit.

B. Proposed development of multipurpose fields – Wettish property
A letter from Shelly Cumpstone, Secretary of the Killingworth Park & Recreation Commission, dated 6/27/06, was received with an attachment on the Proposed Development of Multipurpose Fields on the Wettish property on Parker Hill Extension. According to the letter, “comments and suggestions are welcomed and encouraged”. Five fields are proposed.
