Regular Meeting #06-18
The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Minutes: The minutes of the September 12, 2006 Regular Meeting were approved by a consensus of
the members.
Enforcement Officer’s Report: Cathie Jefferson was not at the meeting and did not leave a written report.
OLD BUSINESS
A. D. & C. Sassi permit application for Lot 2 Sassi Subdivision – 238 Parker Hill Road
Members inspected the site on September 19th. Jason Nemergut submitted a revised plan for the driveway crossing. Members agreed that all items had been addressed to minimize wetland disturbance. T. Doyle moved, seconded by J. Himmelman, to approve the revised plan, “Site Plan & Erosion and Sediment Control Plan, property of Drew and Carrie Sassi, Lot 2 Sassi Subdivision, 238 North Parker Hill Road, Killingworth, CT, submitted by Drew and Carrie Sassi, with the latest revision date of 9/25/06. The motion carried unanimously.
B. S. & S. Guy permit application for driveway crossing & proposed house site – 22 Bunker Hill Rd.
Mr. Guy reported that he had received a letter and a form from the South Central Regional Water Authority and has given them a summary of his project. Chairman Addy talked with Michael Guaglianone at the Water Authority about the project. Mr. Addy reported that in his converation there were no objections to the plan by Mr. Guaglianone. Mr. Guaglianone said it will not be necessary to send a letter to the commission. A motion was made by W. Addy and seconded by R. Tanko, to grant a permit to Samuel and Gail Guy for a driveway crossing and fill in the septic area, located in the buffer area, at 22 Bunker Hill Road, as shown on the plan “Onsite Sewage Disposal Design Site Plot Plan, 22 Bunker Hill Road, Killingworth, CT, Job #104585, with a revision date of September 12, 2006. The motion carried unanimously.
C. G., E., & D. Piroli (owner), D. Piroli (applicant) permit application to reconstruct stream crossing
& minor filling of wetland – 171 Emanuel Church Road
Engineer Derrick Schull had explained at the previous meeting that the plan was being revised to reflect comments from the Planning & Zoning Commission. Mr. Schull was not at this meeting to discuss or submit any changes to the permit application that is currently before the commission. The 65 day review period will have elapsed before the next IWWC meeting. W. Addy moved, seconded by T. Doyle, to deny the application based on the discussion held with the applicant at the last IWWC meeting and his concerns, and the lack of new plans based on those discussions, which are on the record, and therefore the application is considered to be incomplete and subject to denial. The motion carried unanimously.
D. R. & D. Moore permit application for construction of wildlife pond & shallow water marsh –
Lots 43 & 44 in The Ridges at Deer Lake (Phase IV) Subdivision
Engineer Tom Stevens reviewed the plan for construction of a 1/5 acre pond and marsh area. Approximately 680 sq. feet of wetlands will be disturbed. Soil Scientist R. Richard Snarski presented his findings to the commission. He explained that he designs ponds with wildlife in mind to enhance the area. The construction plan and the proposed plantings are indicated on the submitted plan. The spoils from the pond will be taken off the property. Mr. Snarski will submit a report to the commission after the planting has been completed. J. Himmelman moved, seconded by T. Doyle, to approve the pond construction as shown on the plan “Wetlands Creation Plan, Lot 43 & 44 in The Ridges at Deer Lake, prepared for Roy E. Moore”, Drawing #D-1051, dated 5/23//06. The motion carried unanimously.
E. Other
Chairman Addy has inspected the Sherwood Forest subdivision on Route 81 and discovered that the silt fencing has not been installed property and is not effective at all. He will discuss it with Enforcement Officer Cathie Jefferson.
NEW BUSINESS
A. Amato permit application - Village East Subdivision, Route 81
Engineer Ed Coppola, representing Ronald and Rosalie Amato, presented a plan for a commercial subdivision on a 4.8 acre parcel on Route 81. The plan calls for two lots, each of which will have three buildings. The wetlands have been flagged by Don Fortunato. Mr. Coppola discussed the drainage swales that will be added – one of them between the two lots, and the second one will be on the southern section of the southernmost lot. A plunge pool will be included to help settle the flow and even it out; it is not designed to be a detention or retention basin. Silt fencing will be installed around the perimeter of both properties. Mr. Coppola discussed alternate plans that were considered and eliminated by him. Members expressed concerns about the impervious surfaces that are planned for approximately 80 % of the property, and the impact that will have on the water flow from Route 81 to the adjacent wetlands. Members will inspect the area on their own. Discussion will continue at the next meeting.
B. Discussion of possible Killingworth IWWC Regulations changes
Discussion was tabled until the next meeting.

E. Discussion of upcoming Land Use Seminars (added to agenda by vote of members)
A motion was made by W. Addy, and seconded by R. Tanko, to add this item to the agenda. The motion carried unanimously. Chairman Addy informed the commission members that there will be three full day seminars (Friday, September 29th; a day in October, and one day in November) run by the State of CT on Land Use. Participants are to bring their most pressing land use concerns for discussion. Members discussed, and agreed that concerns for this commission include construction of impervious surfaces and the impact of the runoff on them, and the concentration of construction and other activities on a parcel of land. Chairman Addy will be attending the seminars.
F. Other
John Himmelman asked if a Request for Review or a permit application should be submitted by the Killingworth Land Trust for activities conducted on the cranberry farm that was purchased by the Land Trust. Chairman Addy suggested that a letter be sent to the IWWC explaining what as-of-right activities are being conducted and to have the IWWC contact the Land Trust committee if they have questions about the activities.
