Regular Meeting #06-21

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Members present: W. Addy, G. Rockwell, J. Himmelman, R. Tanko, T. Doyle
Also present: Enforcement Officer C. Jefferson

Members absent: R. White

Visitors: First Selectman Martin Klein, Roger Nemergut, Deborah Moore

First Selectman Martin Klein presented information on a proposed culvert on Pond Meadow Road. One of the 48" pipes has been replaced and a second one is totally decayed and needs replacement. Mr. Klein displayed a list of the order of the work that needs to be done to complete the project. He said all work can be done by the Town crew. The proposal calls for closing the road on two separate days - one day when the old pipe is being removed, and a second day to back fill and compact the fill over the new pipe. Commission members agreed that the work, as proposed, is maintenance of an existing culvert.

Minutes: The minutes of the October 24, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. She received a letter from an adjoining property owner of Dunkin Donuts. He said he has been monitoring the property and believes that runoff from the Dunkin Donuts is impacting his land. Cathie will speak with him.
2. She and Engineer Joe Dillon did a site walk at the new middle school. Mr. Dillon produced a punchlist of items from this commission and the Planning & Zoning Commission that have not yet been completed. Cathie is not sure if all items can be completed by January. Chairman Addy received a call from Superintendent Gary Mala saying he wants to install two wells to water the fields. Members expressed concern about the possible location of the wells and getting access to them. They will inspect the site on Saturday, November 18th at 8:30 a.m.
3. Three Requests for Review were submitted.
4. She has not heard yet from Elaine Strich about when the ERT on Lovers Lane will be done.


OLD BUSINESS

A. Discussion of proposed Patrick Drive permit amendment
No information was presented.

NEW BUSINESS

A. F. DeOrchis, et al (owner), R. Vogth-Eriksen (applicant) permit application for private road -
267 North Parker Hill Road
Engineer Roger Nemergut discussed the proposal for constructing a private road to access a new house on 4.7 acres on North Parker Hill Road. There are now two houses on the property with an existing driveway that accesses them. The proposal is to realign and widen the driveway enough to make it a private road that will access only the three houses on that property. There is no activity proposed in the wetlands, only within the 100' review area. Enforcement Officer C. Jefferson inspected the area when a logging permit was granted. She does not foresee any problems with the proposed road.


B. R. & D. Moore (owner), J. Cunningham/TEC Landscape Design (applicant) permit application
for pool construction & grading, installation of terrace, fireplace, & plantings - Lots $# & 44
Buell Hill Road
Deborah Moore has submitted a permit application for installation of a pool and patio area. The pool and other proposed activities will be within the 100' wetland review area. The pumphouse and chemical storage will not be located in the regulated area. Members agreed that the stone walls surrounding the yard could possibly negate some of the natural flow of runoff water. A vote on the application can be taken at the next meeting.


C. Discussion of possible Killingworth IWWC Regulations changes
Member T. Doyle attended a meeting that discussed the State IWWC Model Regulations. He submitted a copy of suggestions from that meeting. Members discussed each item that G. Rockwell had outlined for possible change on the Killingworth IWWC Regulations. They agreed that some of the items should be left as is, and some should be modified as recommended by the State. Dr. Rockwell will edit the proposed changes as discussed this evening and email them to everyone before the next meeting.


D. Discussion of meeting schedule for 2007
Commission members agreed to keep the meeting schedule the same - the regular meetings will be on the second and fourth Tuesdays of the month. December will have only one meeting on the second Tuesday.


E. Discussion of election of IWWC officers for 2007
There was a consensus of the members present to continue with the same officers for next year. T. Doyle made a motion, seconded by B. Tanko to keep the present slate of officers: Wayne Addy will continue as chairman, John Himmelman will be the Vice-Chairman, and the Secretary/Treasurer will be Gaylord Rockwell. The motion carried unanimously.
