Regular Meeting #06-22

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Members present: W. Addy, G. Rockwell, J. Himmelman (arrived at 8:08), R. Tanko, T. Doyle
Also present: Enforcement Officer C. Jefferson

Members absent: R. White

Visitors: Roger Nemergut, Deborah Moore, Todd Corcoran, Lorraine and Hollis Beck, Rob & Lisa Vogth-
Eriksen, Dave Thomas

Todd Corcoran presented information about, and showed photographs of, a wetland/pond area at 29 Patrick Drive that has become a lake due to a beaver dam, and the damage that beavers have caused in the area. Mr. Corcoran has spoken with people at the state level that said he could take down the beaver dam by hand. He would like to bring in a small excavator to remove the sticks from the large dam. He has put in pipes to try to lower the water level but the beavers have plugged them up. The attorney of the property owner where the dam is has given permission to remove the dam. Commission members will inspect the site on Saturday, December 2nd, at 8:30 a.m.

Minutes: The minutes of the November 14, 2006 Regular Meeting, and the continuation of that meeting
on November 18th, were approved by a consensus of the members.

Enforcement Officer’s Report: Cathie Jefferson reported on the following:
1. An ERT study was conducted this morning at Lovers Lane. Core samples were not taken as expected by this commission.
2. Two Request for Review forms were submitted.

OLD BUSINESS

A. F. DeOrchis, et al (owner), R. Vogth-Eriksen (applicant) permit application for private road –
267 North Parker Hill Road
Engineer Roger Nemergut reviewed the proposal for the present driveway to be modified to become a private road that will access three houses on the 85+ acre property. A motion was made by T. Doyle and seconded by G. Rockwell to approve the plan as presented. The motion carried unanimously.

B. R. & D. Moore (owner), J. Cunningham/TEC Landscape Design (applicant) permit application
for pool construction & grading, installation of terrace, fireplace, & plantings – Lots $# & 44
Buell Hill Road
Deborah Moore reviewed her permit application for installation of a pool and patio area. The pool and other proposed activities will be within the 100’ wetland review area. The pumphouse and chemical storage will be located outside the regulated area. T. Doyle moved, seconded by R. Tanko, to approve the application as submitted and grant a permit. The motion carried unanimously.


C. Killingworth IWWC Regulations – proposed changes
Members discussed the proposed changes to the current regulations. There was a consensus that those changes should be presented at a public hearing on February 13, 2007. They will be submitted to the Town Clerk and mailed to the DEP Commissioner for review.

C. L. & C. Beck permit application for garage - 252 Chestnut Hill Road (members voted
unanimously to add this item to the agenda)
Mr. & Mrs. Beck have submitted a permit application to build a garage. Mr. Beck explained their proposal for a garage which will be located within 50’ from the Hammonassett River. Members will inspect on Saturday, December 2nd, at approximately 9:15 a.m. (after the 8:30 inspection on Patrick Drive).
