Regular Meeting #06-23

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Members present: W. Addy, G. Rockwell, J. Himmelman, R. Tanko, T. Doyle

Members absent: R. White
Also absent: Enforcement Officer C. Jefferson

Visitors: Lorraine and Collis Beck, J.Howard Pfrommer, Michael Harkin, Dan Colonia

Michael Harkin, professional engineer, spoke on behalf of the Cost family about plans for the Old Church Commons complex behind the Resident Trooper headquarters. Mr. Harkin discussed the proposal for three buildings to be built. They are proposing three buildings because they are applying for a cluster subdivision and it is Mr. Harkin’s understanding that three is the minimum number of buildings for that. Members expressed concern about the proximity of the wetlands to the parking areas. The number of parking spaces is determined by the Planning & Zoning Commission’s regulations. Mr. Harkin will meet with Enforcement Officer Cathie Jefferson to discuss P&Z’s regulations and how they impact this proposal to this commission. Members will inspect the site on Saturday, December 30th at 8:30 a.m.

Minutes: The minutes of the November 28, 2006 Regular Meeting were approved by a consensus of the
members.

Enforcement Officer’s Report: There was no report for this meeting.


OLD BUSINESS

A. L. Beck permit application for garage - 252 Chestnut Hill Road
A permit application to build a garage within 50’ from the Hammonassett River has been submitted. Members inspected the site on Saturday, December 2nd. Mr. Beck explained that it will be a poured garage floor with the wood siding approximately 10” above the inside floor. J. Himmelman moved, seconded by R. Tanko, to approve the permit for the garage. The motion carried unanimously.

B. T. Corcoran proposal for beaver dam removal – Patrick Drive
Members inspected the area on Saturday, December 2nd and determined that if Mr. Corcoran wants to use machinery to take apart the beaver dam, he needs to submit a permit application. If he chooses to work by hand, a permit is not necessary. Mr. Corcoran was not present at the meeting.

NEW BUSINESS

A. Town of Killingworth, c/o M. Klein, First Selectman, permit application for realignment of Green
Hill Road to intersect Route 81, including pavement, curbing and catch basins
J. Howard Pfrommer, engineer with Nathan Jacobson & Associates, explained the proposal for the realignment of the Route 81/Green Hill Road intersection. The Town has purchased a small portion of land from Gary Ballard and would like to change the present intersection to make it safer for traffic between the two roads. A pair of catch basins and piping is proposed to channel the water to the wetland area by the veterinarian’s office. A permanent easement from the veterinarian is being investigated. Members questioned why a swale couldn’t be created instead of installing pipes in the area. Mr. Pfrommer explained that some piping will be needed to get the water off the road but he will check with the State to see what their requirements are if a swale is used. He anticipates the project will be done next summer and will take approximately two months to complete. Members will discuss at the January 9th meeting.

D. Other
Dan Colonia, Chairman of the Park and Recreation Dept., spoke briefly to commission members about creating an advisory group for working on the multipurpose fields on the former Wettish property. Mr. Colonia said he would like all of the town’s commissions and agencies to work cooperatively on town projects.
