D. D. & A. Wilson permit application for driveway – Lot #2, Cow Hill Road
Members discussed the application for a driveway to be constructed in the review area on this property. It was the consensus of the members that there is no reasonable alternative site for the driveway. W. Addy moved, seconded by R. Tanko that a permit be granted to Daniel and Anne Wilson for a driveway crossing in the upland review area as shown on the map “Proposed Subsurface Sewage Disposal System”, prepared for Daniel Wilson, drawing D-1016, dated 8/10/05. The motion carried with five votes in favor, none opposed, and no abstentions.

Tony Bolduc explained that property owner Larry Brown wants to re-subdivide Lots #37 and #64. Lot #37 is one lot at the present time and the proposal is to divide it into three separate lots. Lot #64 has no proposed activity in the wetlands area. The Planning & Zoning Commission needs a letter from this commission saying it has been reviewed. Chairman Addy said Enforcement Officer C. Jefferson will review the applications and report back to commission members.

E. Other
Dave Gumbart submitted maps of the Natural Resources Inventory compiled by the Conservation Commission, as part of the NEMO program, to this commission for review. Members should let him know if there is anything else that this commission would like him to do or include in the map package. Chairman Addy noted that there was no watercourses map in the package and he felt that it should be included. He also said the Wetland Soils Map is schematically correct, but the official Town Wetlands Map, not that one, should be consulted for all IWWC applications.

Regular Meeting #06-07

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy

Members present: W. Addy, R. Tanko, J. Himmelman, M. Sanders
Also present: Enforcement Officer C. Jefferson

Members absent: G. Rockwell, T. White

Visitors: Michael Amato, Ronald Freitas

Minutes: The minutes of the March 28, 2006 Regular Meeting were approved by a
consensus of the members.

Enforcement Officer’s Report: Cathie Jefferson provided information on the following:

Mr. Fraser (Route 148) picked up an application for a permit. It will be an After-the-Fact permit since he has already performed work in the wetland review area on his property.

She inspected the new school site on Route 81. The silt fences had been compromised but were fixed when brought to their attention.

No new review forms were submitted.

OLD BUSINESS

A. Notice of Violation to Ty Wallace – 77 Burr Hill Road
Work is continuing to correct the violations on the site.

B. Notice of Violation to Michael Amato – 92 Parker Hill Road
Mr. Amato attended the meeting and presented a new plan that includes a swale and a level spreader. The original plan had a curtain drain and not the swale. Members reviewed the original plan, dated 1/05, that has some of the information that the commission approved. Enforcement Officer Cathie Jefferson will issue a modified Cease & Desist order that references the January 2005 plan. Mr. Amato will get a copy of that plan from Mrs. Jefferson. Mrs. Jefferson will continue to monitor the project.

C. Discussion of IWWC Attorney selection
Members agreed that having continuity with an attorney who knows the Town and is familiar with this wetlands commission would be beneficial. The commission will continue to have William Howard as their attorney.

D. Town of Killingworth permit application - relocation of Transfer Station and new access road – Route 81
No additional information has been submitted.

NEW BUSINESS

A. D. & A. Wilson permit application for driveway – Lot #2, Cow Hill Road
Ronald Freitas attended the meeting to discuss the application to construct a driveway on the property within the 100’ review area. The driveway is farther from the wetlands than was proposed in the original application for the subdivision. Members agreed that there is no other feasible location for the driveway. Discussion will continue at the next meeting and a vote will probably be taken on this application.
