Regular Meeting #06-08
The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy
Members present: W. Addy, R. Tanko, G. Rockwell, M. Sanders, T. White
Members absent: J. Himmelman Also absent: Enforcement Officer C. Jefferson

Minutes: The minutes of the April 11, 2006 Regular Meeting were approved by a
consensus of the members.
Enforcement Officer’s Report: Mrs. Jefferson was not present at tonight’s meeting and did not submit a written report.
OLD BUSINESS
A. Notice of Violation to Ty Wallace – 77 Burr Hill Road
Work is continuing on the site.
B. Notice of Violation to Michael Amato – 92 Parker Hill Road
A modified Cease & Desist letter, dated April 21, 2006, was sent to Mr. Amato, as discussed at the last meeting.
C. Town of Killingworth permit application - relocation of Transfer Station and new access road – Route 81
No additional information has been submitted. First Selectman M. Klein and the Land Use Committee will be meeting to discuss the Transfer Station application to this commission. They will contact this commission after their meeting. Chairman Addy will talk with Derrick Schull, a member of the Land Use Committee, to find a mutually convenient time for his committee and members of this commission to meet to discuss the proposal.
D. D. & A. Wilson permit application for driveway – Lot #2, Cow Hill Road
Members discussed the application for a driveway to be constructed in the review area on this property. It was the consensus of the members that there is no reasonable alternative site for the driveway. W. Addy moved, seconded by R. Tanko that a permit be granted to Daniel and Anne Wilson for a driveway crossing in the upland review area as shown on the map “Proposed Subsurface Sewage Disposal System”, prepared for Daniel Wilson, drawing D-1016, dated 8/10/05. The motion carried with five votes in favor, none opposed, and no abstentions.
NEW BUSINESS
A. Deer Lake II, LLC Application for Wetlands Review (5 lots) – The Ridges at Deer Lake, Phase III
Tony Bolduc, from Thomas A. Stevens & Associates, discussed the proposal for Lot #37 to be divided into three lots - #35, 36, and 37; and for Lot #64 to be divided into #64 and #65.
B. Deer Lake II, LLC Application for Resubdivision and Wetlands Review – Lot #37 and Lot #64 – The Ridges at Deer Lake
Tony Bolduc explained that property owner Larry Brown wants to re-subdivide Lots #37 and #64. Lot #37 is one lot at the present time and the proposal is to divide it into three separate lots. Lot #64 has no proposed activity in the wetlands area. The Planning & Zoning Commission needs a letter from this commission saying it has been reviewed. Chairman Addy said Enforcement Officer C. Jefferson will review the applications and report back to commission members.

Enforcement Officer C. Jefferson was not present to discuss any new Request for Review forms that have been submitted since the last meeting.
E. Other
Dave Gumbart submitted maps of the Natural Resources Inventory compiled by the Conservation Commission, as part of the NEMO program, to this commission for review. Members should let him know if there is anything else that this commission would like him to do or include in the map package. Chairman Addy noted that there was no watercourses map in the package and he felt that it should be included. He also said the Wetland Soils Map is schematically correct, but the official Town Wetlands Map, not that one, should be consulted for all IWWC applications.
