Informational Session #06-10

Due to lack of a quorum, an Informational Session was held. It was called to order at 7:30 p.m. by Chairman Wayne Addy

Members present: W. Addy, G. Rockwell, M. Sanders
Also present: Enforcement Officer C. Jefferson

Members absent: J. Himmelman, R. Tanko, T. White

Visitors: Ken Cholewinski, Annette Turnquist, Dean Bochanis, Tony Bolduc
Tony Bolduc submitted a Request for Review and a site plan for a pond on Lot #44 in The Ridges. Members will schedule a site walk.

Minutes: The minutes of the May 9th Regular Meeting were not approved at this Informational Session.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

Ty Wallace has not yet finished his work at 77 Burr Hill Road.

The Vortechnic unit has been installed at the new school site.

Connwood Foresters are planning a timber harvest on a 105 acre forested site.

The Ridges at Deer Lake project looks to be well done. The area has been paved. Any runoff in the area was clear when she inspected the area.

Three new review forms were submitted.



OLD BUSINESS

A. K. Cholewinski permit application for pool installation – 47 Fawn Hill Road
Mr. Cholewinski submitted a revised plan showing the relocation of the pool and pool shed from the site discussed at the last meeting. Part of the pool, rather than the pool shed, is now in the 100’ regulated review area. Members agreed that Mr. Cholewinski had revised the plan according to what was discussed at the May 9th meeting. Because a quorum was not present, a vote could not be taken on the application. Mr. Cholewinski was told he could start to clear the area where the pool will be located, but he cannot work in the 100’ review area. A vote will be taken at the June 13th meeting if there is a quorum.

NEW BUSINESS

A. Killingworth Country Common, LLC (owner), Dean Bochanis (applicant) permit application
for regulated activities related to a retail center, 183 & 187 Route 81
Annette Turnquist, of Julianno Associates, presented information on the proposed retail center at 183 and 187 Route 81. There are two buildings on the site now which share a well and the access driveway from Route 81. The proposal is to reconfigure the two lots into a one acre and a three acre parcel. The building at #187 would require a new septic system. Two new wells are also proposed. Regulated activities include the well, outletting the pipe from the underground galleys, the addition to the septic system and the access driveway and part of the parking area.
Members will inspect the area before the next scheduled meeting.

Regular Meeting #06-09

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy

Visitors: Ken Cholewinski

Minutes: The minutes of the April 25, 2006 Regular Meeting were approved by a
consensus of the members.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

Michael Amato has finished the project on his property and has received his C.O.

She reported her discussions on the Transfer Station project (see Old Business (A).

She talked with Jim Foote from Supreme Industries. The Downstream Defenders are in place, but the Vortechnic unit has not yet been installed. Commission members would like the installation of the Vortechnic to be viewed by Joe Dillon of Nathan Jacobson & Associates. Cathie will notify RSD #17 that Mr. Dillon will inspect the installation and should be notified of the date and time of the installation.

Cathie had received a Request for Review on a riding ring at 66 Tower Hill Road. No one appeared at this meeting to discuss the proposal and no one has contacted her about the application.

Five Request for Review forms were submitted.

She is planning to inspect the Wallace property at 77 Burr Hill Road. She will contact Engineer Roger Nemergut if she finds any problems.



OLD BUSINESS

A. Town of Killingworth permit application - relocation of Transfer Station and new access road – Route 81
A letter from Raymond C. Sanford, P.E., requesting a 65day extension was received. Enforcement Officer C. Jefferson said after her conversation with Tim Brewer, she was under the impression that their application was going to be withdrawn. The 65day review period has expired so the commission has to act on the application. W. Addy moved, seconded by R. Tanko, that the permit application submitted by the Town of Killingworth for the relocation of the Transfer Station be denied, based on lack of information submitted in a timely manner, and the receipt of the request for an extension of the review period after the 65 day review period had expired. The motion carried unanimously. Chairman Addy will contact Derrick Schull to set up a meeting between members of the Land Use Commission and this commission.

B. Deer Lake II, LLC Application for Wetlands Review (5 lots) – The Ridges at Deer Lake, Phase III
An application for review was filed because the wetlands buffer zone has been increased from 50’ to 100’ since the original subdivision application. Chairman Addy will write a memo to the Planning & Zoning Commission stating no new regulated activities are proposed. 

C. Deer Lake II, LLC Application for Resubdivision and Wetlands Review – Lot #37 and Lot #64 – The Ridges at Deer Lake
No new regulated activities are proposed for the resubdivided lots.

NEW BUSINESS

A. K. Cholewinski permit application for pool installation – 47 Fawn Hill Road
Ken Cholewinski presented his proposal for installation of a 19’ x 33’ in-ground swimming pool. This plan shows an encroachment into the 100’ buffer area. There was a discussion on moving the pool and the shed so as not to be in the regulated area. Mr. Cholewinski will consider the alternative plan and return to discuss at the next regularly scheduled meeting.
