The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy

Minutes: The minutes of the June 13, 2006 Regular Meeting were approved by a consensus of
the members.

OLD BUSINESS
A. Killingworth Country Common, LLC (owner), Dean Bochanis (applicant) permit application
for regulated activities related to a retail center, 183 & 187 Route 81
A site inspection was conducted on June 20th. Members of the inspection team agreed that a level spreader was not necessary. G. Rockwell moved, seconded by T. White, to approve the plan as submitted and grant a permit. The motion carried unanimously.
B. Roy E. Moore Request for Review for pond construction – Lot 43 Buell Hill Road
Members inspected the area on Tuesday, June 20th. Chuck Mandell, from Thomas Stevens & Associates, with Mr. and Mrs. Moore, explained their proposal for a pond in the upland area adjacent to a wetland area. Mr. Mandell said the area is a previously disturbed area due to a logging operation. He noted that this area needs to be improved and cleaned up, and the pond will be an improvement to the area, as well as add a diversification of plants and animals. Some commission members said that the pond, as proposed, seems to be an unnecessary impact to the adjacent wetlands because of its proximity. Mr. Mandell will revise the plan, keeping in mind to try to locate the pond farther away from the wetlands and the driveway.
C. A. & V. Chapman Request for Review for two lot subdivision – 40 Beckwith Road
Chairman Addy sent a memo to P&Z stating that no regulated activities are proposed at this time.
D. M. & W. Richter (owner), D. Anderson (Anderson-Wilcox) (applicant) Request for Review for driveway and utilities – Schnoor Road
Tom Metcalf, Civil Engineer, reviewed the plan with members who had questions after the recent site inspection. Questions included the possibility of extending the driveway further up the hill, and providing extra erosion control measures. Members also discussed the possibilities that are available with, or without, having a shared driveway on the parcel. Mr. Metcalf said he would submit a permit application with a revised plan. He will also discuss the possibility of the adjoining property owners granting easements to each other.
E. E. & M. Ricciuti permit application for pond clean-out – 177 Roast Meat Hill Road
Members reviewed the proposal for a pond clean-out. J. Himmelman moved, seconded by T. White, to grant a permit for a pond clean-out. The motion carried unanimously. J. Himmelman moved, seconded by T. White, to waive the fee for the permit. The motion carried unanimously.
F. R. & T. DesJardins permit application for addition to existing house – 53 Route 80
Members inspected on Sunday, June 18th and determined that there would be no major impact on the nearby pond if the 8’ addition was constructed and the porch is extended 4 feet. G. Rockwell moved, seconded by J. Himmelman, to approve the activity as shown on the submitted sketch. The motion carried unanimously.
G. G.P. Laroche permit application for house construction – Burr Hill Road
Engineer Roger Nemergut discussed the proposal for a new house on Lot 5 in the Hines/Laroche subdivision on Burr Hill Road. Site walks were conducted on June 17th and 18th. A revised plan was submitted, which included a change in the pipe, and recommendations from South Central CT Regional Water Authority were added to the plan. A motion was made by J. Himmelman and seconded by T. White, to grant a permit to Gary Laroche for house and driveway construction as shown on the submitted revised plan “Septic System Design Plan”, prepared for Gary & Donna Laroche, Lot 5, Hine/Laroche Subdivision, Burr Hill Road, Killingworth, CT”, dated December 27, 2005, revised May 18, 2006, June 19, 2006, and June 26, 2006, with the following conditions: the inlet pipe is to be expanded to 20 feet, and if the fuel oil tank is in the basement, there is to be no floor drain. The motion carried unanimously.

W Addy moved, seconded by J. Himmelman, to add this item to the agenda. It carried unanimously. Maurice Woodworth discussed the proposal of constructing two barns within the buffer area. Construction, as proposed, would put the barns within 100’ of the pond. The barns are for a studio/workshop and for a boat and lawn maintenance equipment. Members would like to see alternatives presented.
D. Other
A letter of resignation was received from Michael Sanders. He said his work schedule did not permit his full participation in the activities of the commission. The commission is now short two members.
