Regular Meeting #06-14

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Members present: W. Addy, J. Himmelman, R. Tanko, R. White
Also present: Enforcement Officer C. Jefferson

Visitors: Susan Flynn (Realtor), Tom Metcalf, Robert Dowler, Mark Hollums, Jason Nemergut

Minutes: The minutes of the July 11, 2006 Regular Meeting were approved by a consensus of
the members. Tim White suggested that R. White should be used when referring to him 
because Tim is his nickname.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

She will try to obtain a copy of a report written by Wendy Goodfriend on the Lovers Lane permit application last fall.

She did a site inspection of the new school silt fences. The one closest to Route 81can be removed because the site is stabilized. The area around the other silt fencing is not ready for them to be removed. She will continue to monitor the site.

Ty Wallace, 77 Burr Hill Road, has received his building CO.

One review form was submitted.



OLD BUSINESS

A. Roy E. Moore Request for Review for pond construction – Lot 43 Buell Hill Road
Members are waiting for additional information from the applicant.

B. Old Church Commons – Route 81 – preliminary discussion of proposal for commercial 
development
Robert Dowler submitted a request for an extension of the permit issued for the Olde Church Commons commercial project. W. Addy moved, seconded by J. Himmelman, to extend the permit for an additional five years. The motion carried unanimously.

NEW BUSINESS
A. Lovers Lane
No Request for Review form or permit form has been submitted for any activity by the Town on this road. The permit application submitted last fall was withdrawn. The pipes that were installed on the road last year are still in place. Commission members would like to have an Environmental Review Team Study done on the site, and have some borings taken, which would be paid for by the IWWC. Cathie Jefferson will get some information and report to the members at the next meeting.

B. M. & W. Richter (owner), D. Anderson and M. & A. Torres (applicant) permit application for
driveway access to building lot – Schnoor Road, Map 11, Lot 20
A permit application has been submitted for the driveway as discussed at the last meeting. The owner is looking for the free split of his property and no subdivision is proposed. The proposed driveway is in the regulated area, not the wetlands. Mr. Metcalf said silt fencing will be done by the stone wall on the site, and a wood chip berm will be added. A letter expressing concern about the project was submitted by the adjoining property owner, Moira Hollums. Mr. Metcalf was given a copy of the letter. No action can be taken at this meeting.

C. S. Matthies permit application for addition to existing house – 558 N. Roast Meat Hill Road
Jason Nemergut, from Nemergut Consulting, discussed a proposal for an addition to an existing house on North Roast Meat Hill Road. The addition, as proposed, would be within the 100’ review area and will require a permit. Members questioned if other locations and layouts that may have less impact to the wetlands have been considered. Mr. Nemergut will submit alternatives at the next meeting.

Regular Meeting #06-13

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Minutes: The minutes of the June 27, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

She is meeting with Jim Bardelli at the new RSD #17 Intermediate/Middle School to do a site inspection of the silt fences to determine if any or all of them can be removed.

Work will begin on the road of the Cranberry Lane Subdivision

She inspected the most recent phase of The Ridges at Deer Lake and found the area to be well stabilized, even after all of the rain.

Six review forms have been submitted.



OLD BUSINESS

No additional information was submitted tonight.

B. M. & W. Richter (owner), D. Anderson (Anderson-Wilcox) (applicant) Request for Review for driveway and utilities – Schnoor Road
Discussion was tabled pending additional information being submitted.

C. J. Federico permit application for accessory buildings – 106 Roast Meat Hill Road
A revised plan was submitted by Maurice Woodworth for construction of a barn and shed within the buffer area of the pond. The location of the shed was changed slightly from the proposal submitted at the last IWWC meeting. No change was made in the location of the barn. A motion was made by R. Tanko, seconded by T. White, that approval be given for construction of a boat house and barn and a permit be granted to John Federico as shown on the map “Proposed Accessory Buildings, #106 Roast Meat Hill Road, Killingworth, Connecticut”, dated 6/13/06, revised 7/11/06, with the condition that all storage for oils and/or gas be in a containment area. The motion carried with two votes in favor and one against. G. Rockwell abstained because he lives across the street from this site.

NEW BUSINESS

A. Old Church Commons – Route 81 – preliminary discussion
Engineer Roger Nemergut discussed a proposal for a modification of a commercial development plan that was approved in 2002. The potential tenant of the new development, True Value Hardware, is proposing three buildings on the site. When the permit was originally approved, the review zone was 50 feet; under the new regulations, it is now 100 feet. The only entrance will be from Route 81. Members asked Mr. Nemergut to calculate the numbers of the runoff on the original proposal as compared with the new plan. Additional details will be submitted at the next meeting. Property owner, Robert Dowler, said he will submit a letter requesting an extension of the previous permit.

B. Proposed development of multipurpose fields – Wettish property
A letter from Shelly Cumpstone, Secretary of the Killingworth Park & Recreation Commission, dated 6/27/06, was received with an attachment on the Proposed Development of Multipurpose Fields on the Wettish property on Parker Hill Extension. According to the letter, “comments and suggestions are welcomed and encouraged”. Five fields are proposed.
