Regular Meeting #06-16

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Members present: W. Addy, J. Himmelman, R. Tanko, G. Rockwell, R. White, T. Doyle
Also present: Enforcement Officer C. Jefferson

Members absent: None

Visitors: Kristen Thompson

Minutes: The minutes of the August 8, 2006 Regular Meeting were approved by a consensus of
the members with the following corrections: 1) Under New Business (A), there is no existing 
structure or driveway; 2) Kristen Thompson submitted a permit application and should have
been listed as an item under New Business, not under Requests for Review.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

She spoke with Engineer Roger Nemergut and property owner Doug Buttendorf about a change in drainage in the Cranberry Lane Subdivision; the system does not have to go to an engineer.

She has a copy of the Aquifer Protection Regulations from Westbrook that will be kept on file as a reference if needed.

One Request for Review form was submitted.



OLD BUSINESS

A. Roy E. Moore Request for Review for pond construction – Lot 43 Buell Hill Road
Members are waiting for additional information from the applicant.

B. Olde Church Commons – Rt. 81 – proposal for commercial development
No additional information is available at this time.

C. K. Thompson permit application for above-ground pool - 220 Route 80
Enforcement Officer Cathie Jefferson inspected the site and informed members that there are no wetland concerns at this time. W. Addy moved, seconded by J. Himmelman, to grant a permit for an above-ground pool. The motion carried unanimously.

D. D. & C. Sassi permit application for Lot 2 Sassi Subdivision – 238 Parker Hill Road
Soil Scientist Richard Snarski will be reviewing the site. Members will wait for his report.

E. S. & G. Guy permit application for driveway crossing & proposed house site – 22 Bunker Hill Rd.
Members will inspect this Saturday, August 26th at 8:30 a.m.

F. G., E., & D. Piroli (owner), D. Piroli (applicant) permit application to reconstruct stream crossing
& minor filling of wetland – 171 Emanuel Church Road
The application is to improve a stream crossing which includes removing an existing culvert. No other activities are proposed for the site at this point. No action can be taken at this meeting.

Regular Meeting #06-15

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Minutes: The minutes of the July 25, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer’s Report: C. Jefferson reported on the following items:

She obtained a copy of the report written by Wendy Goodfriend on the Lovers Lane permit application last fall. She talked to members of the ERT Team, and guided them on a survey of the watercourses draining into the Lovers Lane swamp. They have agreed to do an evaluation. The request form for this was submitted on 7/28/2006.

She did a site inspection at 90 Roast Meat Hill Road following a report of dumping adjacent to a watercourse, and found stable cleanings being piled at the edge of the watercourse that runs behind the barn. She will contact the owners concerning this.

One review form was submitted.



OLD BUSINESS

C. M. & W. Richter (owner); D. Anderson and M. & A. Torres (applicant) – permit application for driveway access to building lot – Schnoor Road, Map 11, Lot 20
Tom Metcalf presented a revised plan showing a wood chip berm between the proposed driveway and the wetlands, and extending the driveway further up the hill, so as to increase the separating distance from the wetlands. J. Himmelman moved, and R. Tanko seconded, that a permit be issued for the activity as shown on the plan (map 88-182, revised August 4, 2006). W. Addy, J. Himmelman, G. Rockwell, and R. Tanko voted for the proposal; T. Doyle abstained. The motion carried.

D. S. Matthies permit application for addition to existing house – 558 N. Roast Meat Hill Road. R. Nemergut discussed the impact and alternatives. R. Tanko moved, and J. Himmelman seconded, that a permit be granted for the activity as shown on a map dated July 19, 2006, this map being a revision of Assessor’s Map 17A Lot 6A. W. Addy, J. Himmelman, G. Rockwell, and R. Tanko voted for the proposal; T. Doyle abstained. The motion carried.

NEW BUSINESS

A. 238 N. Parker Hill Road - Roger Nemergut applicant . Replace existing structure with house and garage, upgrade existing driveway. Existing driveway crosses wetlands; other activities will be in upland review area. Inspection Tuesday, August 15, at 7 PM – members to park at 234 N. Parker Hill (inlaws’ house, next door to inspection site).

B. 22 Bunker Hill Road – Derek Schull, engineer; Mr. Guy, owner. A permit for a driveway crossing wetlands and a proposed house site was granted in 1991, but no activity was undertaken and the permit lapsed. A new permit is requested. Members felt the site should be re-inspected. To be inspected Saturday, August 26th, 2006 at 8:30 AM.
