Regular Meeting #06-20

An Informational Session was called to order at 7:30 p.m. by Vice Chairman John Himmelman. It became a Regular Meeting when a quorum was present at 7:50 p.m.

Visitors: Roger Nemergut, Deborah Moore, Kim and Jeremy Adametz, Walter and Cindy Adametz

Engineer Roger Nemergut gave an update on the Patrick Drive back lot for which a permit was granted under the agreement with the neighboring Lot 10 owner that part of the driveway would be shared. The Lot 10 owner has now decided that he does not want to follow through with that agreement. Mr. Nemergut will submit a revised plan that will be an amendment to the original permit.

Deborah Moore explained to commission members her proposal for a driveway, pool and new patio area on their property at 100 Buell Hill Road. When they purchased their property, the regulated area was 50’ from the wetlands; it is now 100’, which means most of their backyard is now a regulated area. Mrs. Moore would like to start some of the project before winter. Members agreed that she can put in the driveway, the patio and the sod. Because the area was disturbed when the house was built, finishing that portion of the property will help to stabilize it.



Minutes: The minutes of the October 10, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer’s Report: Cathie Jefferson reported on the following:

She will be present at a site walk of the new middle school property with the Town Engineer on October 26th to determine what still needs to be completed to comply with their permit.

She retyped the IWWC application form to include notification of the water company.

She has not been informed yet of the date of the Lovers Lane ERT

The USDANRCS maps have been redone. All soils names & classifications have been changed.

Three Request for Reviews were submitted since the last meeting.



OLD BUSINESS

A. W. & M. Adametz (owner), J. Adametz (applicant) permit application for driveway –
187 Schnoor Road
Engineer Roger Nemergut submitted the certificates of mailing from the notice that was sent to adjoining/abutting property owners about the Adametz proposal. He explained that he had explored other options for the driveway to minimize the impact to the wetlands. This lot and the adjoining lot owned by Walter Adametz have to have 200’ of frontage for the lots to be approved by P&Z. The revised plan shows a common driveway for part of the length of the driveway that will access the back lot.

J. Himmelman moved, seconded by R. Tanko to grant a permit to Walter J. Adametz, Jr. and Mary F. Adametz (owners), Jeremy Adametz (applicant), for a new driveway for Lot 2, and a driveway expansion of the existing driveway to the proposed new house, as shown on the plan, “Site Plan & Erosion and Sediment Control Plan”, Map 11, Lot 13, prepared for Jeremy Adametz, dated October 5, 2006, revised October 24, 2006. The motion carried unanimously.

NEW BUSINESS

A. Discussion of possible Killingworth IWWC Regulations changes
Discussion was tabled until the next meeting. Chairman Addy will email his comments on the Regulations to the members for their review before the next meeting.

Regular Meeting #06-19

The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.

Minutes: The minutes of the September 26, 2006 Regular Meeting were approved by a consensus of
the members.

Enforcement Officer’s Report: Cathie Jefferson reported on the following:

She has inspected the Sherwood Forest Subdivision. The silt fencing has been redone. The area along the road by the pond will be seeded soon.

As of October 1st of this year, applicants for a permit must notify the Dept. of Public Health if any activity is proposed to take place within a watershed area. The applicants will be able to fill out the application online.

A list of the September building permits that were issued was distributed to members.

Three Request for Review forms were submitted since the last meeting.

After discussion among the members, Cathie will contact Regional School District 17 to let them know what still needs to be completed as far as plantings, etc. to make sure it can be done before winter to meet all of the requirements of the permit. She will also schedule a site inspection with RSD 17 representatives and our Town Engineer.



OLD BUSINESS

A. R. & R. Amato permit application for commercial development- Village East Subdivision,
Route 81
Engineer Ed Coppola, representing Ronald and Rosalie Amato, submitted a revised plan for a commercial two-lot subdivision on a 4.8 acre parcel on Route 81. The revisions include a widened swale, added level spreaders, and a concrete pad for the dumpsters. After discussion with commission members, a hand-drawn revision was submitted showing the limits of the bituminous pavement, an area of the parking lot which will be processed stone, and a shorter sidewalk than was originally presented. W.Addy; moved, seconded by J. Himmelman to approve the set of plans submitted by Ronald and Rosalie Amato for the Village East subdivision, with one revision dated 10/10/06 that shows additional level spreaders and an increase in the pervious surfaces; with the permit to be granted pending final submission of the final drawings. The motion carried unanimously. Mr. Coppola will submit the final engineered plan.

NEW BUSINESS

A. Discussion of possible Killingworth IWWC Regulations changes
Discussion was tabled until the next meeting. Chairman Addy will email his comments on the Regulations to the members for their review before the next meeting.

B. W. & M. Adametz permit application for driveway – 187 Schnoor Road
Jason Nemergut presented a plan for a driveway in the 100’ buffer area at 187 Schnoor Road. The driveway is now 12’ wide and will be increased to 15’. No fill will be added. Lot #3 of this subdivision will be split to make Lot 4 where a house is proposed. Members will inspect this site on their own. Discussion will continue at the next meeting.
