Informational Session #07-13

An Informational Session was held due to lack of a quorum. It was called to order at 7:30 p.m. by Chairman John Himmelman.
Members present: J. Himmelman, R. Tanko, E. Auer
Also present – Enforcement Officer C. Jefferson
Members absent: W. Addy, G. Rockwell, T. Doyle
Visitors: No visitors
Minutes: The minutes of the June 26th Regular Meeting were approved by a consensus of the members with the following correction: Under Enforcement Officer’s Report #1 – the additional tests were approved by the Board of Selectmen, not just First Selectman Marty Klein.
Enforcement Officer’s Report: Cathie Jefferson reported on the following items:
1. She made a site visit to Hemlock Drive between #109 and 115. Fill is being delivered to the site and Cathie was informed it was for an indoor riding ring. She anticipates no wetlands impact for that activity.
2. Town Crew member Walter Adametz brought two projects to Cathie’s attention and asked her to inform this commission about them.
a. Town Engineer Howard Pfrommer designed a plan for a catch basin to take runoff from a southern portion of Roast Meat Hill Road and channel it into a nearby wetlands. Members will inspect the site on August 18th after the inspection of the Cow Pen Hill Road/Green Hill Road drainage project.
b. The Town crew will be resurfacing the portion of Green Hill Road by Cow Pen Hill Road. There is water going across Green Hill Road that the Town crew would like to take care of before the resurfacing is done. They are considering putting some concrete blocks against the edge of the road in that area. Commission members will inspect the site on Saturday, August 18th, at 8:30 a.m. Members would like Walter Adametz to join them on the site walks if possible.

NEW BUSINESS
A. Environmental Compliance Services, Inc. report from soil samples taken at Lovers Lane
Members received the report from the soil testing that was done on Lovers Lane. The information received is based on just the soil samples that were taken by the Environmental Compliance Services, Inc. No comparative study is available to see if the levels of materials’ concentration in this area of Lovers Lane is similar to what is found at other road sites that are not periodically under water.
The report has been sent to the Town Engineer, and commission members are interested in getting his opinion on whether or not this information has any impact on his recommendations for the options for Lovers Lane. Chairman Himmelman will contact the person who conducted these tests to inquire about additional testing. Members would like to also find a site that is similar in road traffic and is adjacent to a wetland or watercourse, but does not flood, to perhaps do some soil and water testing to compare the results. Enforcement Officer C. Jefferson will make some connections to ask about having the test results analyzed by a different agency to give commission members additional information.
B. Request for Review = LBC Holdings LLC (owner), C. Zajac & E. Terenzio (applicant) –
expansion of Killingworth Kids Day Care Center – 155 Route 81
Enforcement Officer C. Jefferson explained the proposal for expansion of the existing Day Care Center. The expansion will allow an additional ten children to attend the Center. According to Cathie Jefferson, the proposed plan will not have any negative impact on the wetlands. Chairman Himmelman will write a memo to P&Z stating there is no wetlands impact.
