Regular Meeting #07-14

July 24, 2007

The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Town Road Foreman Walter Adametz discussed three issues with the commission. The first is the proposed resurfacing of Green Hill Road and the work the Town would like to do at the corner of Green Hill Road and Cow Pen Hill Road to prevent the adjacent brook from running over a portion of Green Hill Road. The proposal is to cut along the road to set concrete blocks along approximately 40-50’ of the road. The blocks interlock to form a barrier to prevent the water from running onto the road. No digging in the wetlands is proposed. Mr. Adametz discussed other alternatives to correct the problem that were not feasible. It is anticipated that the work will take a few days to complete and will be done in the dry season. A permit application was submitted at tonight’s meeting. After hearing the presentation by Mr. Adametz, the members agreed that the site walk scheduled for August 18th will not be necessary.

The second item brought up by Mr. Adametz was the proposal to channel water from a section of Roast Meat Hill Road around # 109 off the road onto private property to prevent the water build-up on Roast Meat Hill Road. The proposal is to re-establish an existing swale, install a catch basin, and channel it onto the Young property (#109). Mr. Adametz indicated that a temporary and a permanent easement will have to be approved by the Board of Selectmen and the Town. Members expressed concern about the water going from Roast Meat Hill Road directly to the wetlands via a pipe. At the present time, the water is slowed down by going across vegetation before it gets into the wetlands. A permit application was submitted from owners Matthew and Jeannie Young the Town of Killingworth as the applicant. Mr. Adametz will submit a revised plan based on concerns expressed by the members.

Mr. Adametz said he will be submitting a permit application for a farm pond on his property at 187 Schnoor Road. He is registered as a farm with the Department of Agriculture and with the State of CT. He is asking that this activity be considered an as-of-right activity. All spoils will remain on site.


Minutes: The minutes of the July 10, 2007 Regular Meeting were approved by a consensus of the
members.

OLD BUSINESS

A. Environmental Compliance Services, Inc. report from soil samples taken at Lovers Lane
She received a price from Environmental Compliance Services, Inc. of over $8,000 for additional testing on Lovers Lane to give the commission additional information on the wetlands impact of the road flooding. Members will not pursue additional testing from that firm. Their report was sent to Wendy Goodfriend who said a report will be sent to this commission from her organization. She indicated to Cathie that the water quality as outlined in the report from ECS falls within the standard expected from that particular situation. There was a discussion by the members questioning whether the level of chemicals found in the water samples taken on site could be from the natural processing of the peat bog or the leaching out of the asphalt.

NEW BUSINESS

A. D. Paulsen permit application for construction of house, garage, pool – Kelseytown Road
Professional Engineer Ed Coppola discussed the proposal for new construction on a 35+ acre parcel on Kelseytown Road - Map 38, Lot 11. A portion of the driveway and the proposed garage will be in the wetlands review area. Wetlands boundaries shown on the submitted map were taken from the soils map and from flagging by Richard Snarski. A vernal pool on the property is up grade from the proposed driveway location. Members will do a site walk on September 1st at 8:30 a.m.

B. M. & N. Reznik permit application for house construction – Lot #24 Wolf Hollow Estates
Professional engineer Michael Harkin presented a plan for house construction on Lot 24 in the Wolf Hollow Estates on Fox Run Lane. When the lot was approved in the original subdivision plan, the upland review area was 50’. It is now 100’ so a permit will be needed for construction of the driveway. No activities are proposed with the 50’ buffer area. Mr. Harkin explained that the utilities will be placed as far from the wetland as possible. Different sites were explored to install the septic system, but the chosen site is the only feasible location in his opinion. He also said that a dry well will be installed instead of having drains discharge into the wetlands. Erosion control is shown on the submitted plan. Commission members did not see any apparent problems with the proposed plan. No action can be taken at this meeting.
