Regular Meeting #07-18
September 25, 2007
The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Visitors: Ed Coppola, John & Nancy Herbert, Robert Green, Howard Pfrommer, Rick Albrecht
Howard Pfrommer, of Nathan Jacobson & Associates, presented information on proposed work on Lovers Lane. No review form or permit application has been submitted. In 2005, an application was submitted for pipe installation on Lovers Lane. The permit was later withdrawn and more studies were done to evaluate the area. Mr. Pfrommer explained that the Town is looking to find a way to keep the road open longer by reducing the frequency of flooding. The proposal presented this evening focused on installing seven pipes with T fittings on the upstream side of the road. There was discussion on distance from the road for pipe installation, guesstimate of how long this “road fix” might last, maintenance of the pipes, weather condition impact, elevations, etc. Mr. Pfrommer noted that a permit would be needed from the Army Corps of Engineers. That approval would be obtained before a permit would be applied for from this commission.
Minutes: The minutes of the August 14, 2007 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer’s Report: Cathie Jefferson reported on the following items:
1) She talked with Wendy Goodfriend who said she is still trying to get a report from DEP on Lovers Lane.
2) A list of reviews for the month of August was distributed.
OLD BUSINESS
A. D. Paulsen permit application for construction of house, garage, pool – Kelseytown Road
A site walk was conducted on September 1st. Members on the site walk did not see any adverse impact on the nearby wetlands. Engineer Ed Coppola reviewed the plan for driveway construction to access the area for new house, garage and pool. The vernal pool on the property should not be impacted by the proposed activities. T. Doyle moved, seconded by R. Tanko, to approve the plan as proposed. The motion carried unanimously.
NEW BUSINESS
A. Plan of Conservation and Development for the Town of Killingworth – draft
Members would like to study the plan. C. Jefferson will ask Tom Lentz to email the plan to her. She will distribute it to commission members.
B. “Olde Church Commons” revised plan (9/4/07) – submitted for review
The plan was presented to the Planning & Zoning Commission who requested that changes be made to the proposal. C. Jefferson said the plan is being withdrawn at this time. It will be presented, with additional changes, at a later date.
C. N. Herbert (owner), J. Herbert (applicant) permit application for grading within 100’ review area
for pool installation – 15 Surrey Ridge Road
Engineer Tom Stevens presented an application for grading within the wetlands buffer area to install a swimming pool. He discussed other options to this plan which were not chosen. No pool house is proposed at this time. The wetlands have been flagged by Richard Snarski. Members would like to see on the plan the backwash area and the location of the chemicals that will be used in the pool. Mr. Stevens will present a revised plan at the next meeting.
D. A. Constantinou (owner), T. Catucci (applicant) permit application for house, barn and driveway
R. Tanko made a motion, which was seconded by T. Doyle, to add this application to the agenda. The motion carried unanimously. Robert Green, from Robert Green Associates, presented plans for a house and boarding stable on and 8.1 acre parcel of land on the Chester/Killingworth border. A portion of the proposed driveway is in the wetlands buffer area. Part of a proposed wood chip berm will also be in the buffer area. Members will inspect the site on October 13th at 8:30 a.m.
