Regular Meeting #07-21

November 13, 2007


The meeting was called to order at 7:30 p.m. by Chairman John Himmelman

Members present: J. Himmelman, R. Tanko, T. Doyle, E. Auer
Also present – Enforcement Officer C. Jefferson

Visitors: Chris Bell, David Potts, Dean Rupp, Chris Kelly

Chris Kelly, member of the Killingworth Park and Recreation Department, gave an informational presentation of a plan for fields on the Wettish property. Mr. Kelly discussed the plan for recovering water runoff from an irrigation system to hold in a reserve area to use in times of dry weather. A grant has been applied for that can be used for 16-23 acres on the site. The plan proposes a parking area to accommodate 160 cars on a pervious surface. The plan as discussed does not require a wetlands permit but a review form will have to be submitted with the final plan.

Minutes: The minutes of the October 23, 2007 Regular Meeting were approved by a consensus of the
members.

Enforcement Officer’s Report: Cathie Jefferson reported on the following items:
1. A Notice of Violation was sent to David Potts of Roast Meat Hill Road (Murray Pond Road) after Mrs. Jefferson received some phone calls about activity on the property. Mr. Potts was present at the meeting to discuss the construction of a garage on his property. The proposed garage will be 107’ from the wetlands. The actual construction will be outside the review area but silt fencing is required around the pond on the property to control erosion and sedimentation. Mr. Potts said he has already installed the silt fencing. Cathie will reinspect the site.

OLD BUSINESS

A. Plan of Conservation and Development for the Town of Killingworth – draft
Members continued their discussion on the draft of the Plan of Conservation and Development as written by members of the Planning & Zoning Commission. Chairman J. Himmelman sent a memo to P&Z based on the discussion at the last IWWC meeting on pervious/impervious surfaces of new developments. E. Auer distributed a list of Native Plants for Naturalized Landscapes and a Land Use Plan to use for discussion of possible guidelines that may be useful in the Plan. The CT Agricultural Station will be contacted for additional information on native plants and land use. IWWC members would like to encourage re-vegetation using native species as much as possible when land has been disturbed during construction.

There was also discussion on sensitive land such as land located in watershed. Members would like to have that land protected as much as possible and would like to see some guidelines that can be used if land owned by the water companies is re-classified. Discussion will continue at the next meeting.

B. Lovers Lane
Enforcement Officer Cathie Jefferson spoke with Town Engineer Howard Pfrommer about the letter, dated October 10, 2007, he wrote to the Army Corps of Engineers that discussed various options that were considered to help alleviate the flooding problem on Lovers Lane. Cathie told him the commission would like to see information of Option 4 in the letter – installing a small bridge or culvert on piles. Mr. Pfrommer said he is hoping to have the Army Corps of Engineers do a site walk on Lovers Lane. No meeting has been scheduled yet, but it will be an open meeting. Mr. Pfrommer is working on drawings for the bridge (Option 4). There is also information that there were aerial photographs taken of the town in the 1930’s. Members are interested in finding out if there may be photos of Lovers Lane and the stream location at that time.

NEW BUSINESS

A. M. & R. Natale permit application for new house – intersection of Reservoir Road, Roast Meat
Hill Road and Route 80
Chris Bell presented the plan for construction of a three-bedroom house on a 1.8 acre lot. The only proposed regulated activity is the footing drain. Because the property is so flat, very little fill will be needed. After hearing the proposal, members decided that individual drive-by inspections would be done.


B. IWWC meeting schedule for 2008
Members agreed to continue the present schedule of meetings on the second and fourth Tuesdays of the month, with the exception of December, which has only one meeting.


C. IWWC Officers for 2008
John Himmelman agreed to continue as chairman if the other members were in agreement. Terry Doyle said he would be willing to be the Vice-Chairman and members present at the meeting would like Gaylord Rockwell to continue as the Secretary/Treasurer. R. Tanko moved, seconded by E. Auer, to cast one vote for the slate of officers as discussed. The motion carried unanimously.
