The Regular Meeting was called to order at 7:30 p.m. by Chairman Wayne Addy.
Members present: W. Addy, G. Rockwell, R. Tanko, J. Himmelman, T. Doyle, E. Auer
Also present: Enforcement Officer C. Jefferson
Members absent: None
Visitors: Michael Harkin, Tom Cost Sr., Tom Cost Jr., Jackie Cost, Tricia Rogers
Minutes: The minutes of the April 10, 2007 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer’s Report: Cathie Jefferson reported on the following:
1. She inspected the swale constructed by Mr. Lemelin as discussed at the last meeting and said it looked good.
2. She inspected the Sherwood Forest subdivision site after the heavy rain and found the water running clean.
3. The pond on the Moore was also inspected after the rainstorm and there were no concerns.
4. Nine review forms were submitted since the last meeting
OLD BUSINESS
A. T. Cost (owner), Killingworth Center, LLC (applicant) permit application for cluster subdivision
and site plan modifications – corner of Route 81 and Chittenden Road
Professional Engineer Michael Harkin discussed the revised plans he submitted at the last IWWC meeting.
Members asked about the use of pavers in the parking area to have less impervious surface. Mr. Harkin said there is a potential freezing problem because the surface is so close to ledge. The back part of the driveway will not be regular gravel with fine dust; it will be a gravel type surface with 1” or so of stone that will not compact as much.
Mr. Harkin said the owner of the property is responsible for maintenance and cleanout of the catch basins. There will be a checklist that will be used when any maintenance work is completed. That checklist will be transferred to the new owner if the property is sold.
Mr. Cost answered a question about the location of tractors or other vehicles with small engines saying they will be kept inside a building as much as possible. He said he cannot guarantee that there will never be a tractor outside, but their plan is to keep them inside.
A motion was made by W. Addy and seconded by T. Doyle that the application submitted by Mr. Thomas Cost (owner), Killingworth Center, LLC (applicant), for Olde Church Commons, as shown on the plan “Olde Church Commons Site Plan Modifications” dated January 31, 2007 with a revision date of April 2, 2007, be approved with the following two stipulations:
1) storage of small engines and vehicles upon which there are small engines be limited to areas that
have been paved;
2) the area north of the driveway paralleling Route 81 be brought back to the Commission
before starting work, and after DEP review, to determine an appropriate way of
channeling or holding storm water from that area.
The motion carried unanimously.
B. Lovers Lane Environmental Review Team report
Members discussed the report from the Environmental Review team. C. Jefferson said she spoke with First Selectman Marty Klein about the report. There is no indication whether or not the Town will present a plan for Lovers Lane. Members agreed that there is no easy or cost effective fix for the water problem on Lovers Lane, and probably the solution that is best for the wetlands is to close the road when there is water on it. The wetlands concern is the potential pollution of the water when the cars drive through it.
NEW BUSINESS
A. E. & T. Rogers permit application for deck – 46 Fawn Hill Road
The certificates of mailing from notification to adjoining/abutting property owners were submitted. Mrs. Rogers explained to the commission that they would like to construct a wood composite deck which will be in the wetlands review area. Members agreed that Enforcement Officer Cathie Jefferson will inspect the site and present her findings at the next meeting.
