Regular Meeting #07-15
August 14, 2007
The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.
Members present: J. Himmelman, R. Tanko, G. Rockwell, T. Doyle, E. Auer
Also present – Enforcement Officer C. Jefferson
Members absent: None
Visitors: Michael Reznik, David Brown
Minutes: The minutes of the July 24, 2007 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer’s Report: Cathie Jefferson reported on the following items:
1) She discussed the Griswold Subdivision proposal and noted that P&Z will need a memo from this commission after their review of the proposal. After the commission’s review, Chairman Himmelman wrote a memo stating there was no wetlands impact with the project as presented.
2) A list of the building permits issued in July was distributed to all members.
OLD BUSINESS
A. D. Paulsen permit application for construction of house, garage, pool – Kelseytown Road
David Brown, an adjoining property owner to the Paulsen property, attended the meeting to express his concerns about the proposed construction. Mr. Brown said his property has some periodic flooding on it now and he does not want additional runoff from this project. Commission members discussed the proposed project and explained to Mr. Brown that the project, as proposed, should not create additional waterflow onto his property. Members will do a site walk on September 1st at 8:30 a.m.
B. M. & N. Reznik permit application for house construction – Lot #24 Wolf Hollow Estates
Members reviewed the proposed house construction with activity within 100’ of the wetlands. T. Doyle moved, seconded by R. Tanko, that the application submitted by Mike and Nancy Reznik for activities as shown on the plan entitled “Improvement Location Survey, prepared for Michael I. and Nancy J. Reznik, Lot #24 Wolf Hollow Estates, Fox Run Lane, Killingworth, CT” be approved as submitted. The motion carried unanimously.
C. Town of Killingworth permit application for drainage improvement – near Green Hill Road & Cow Pen Hill Road intersection
Commission members reviewed the proposal for installing blocks alongside Green Hill Road to prevent water from flooding that portion of the road. There was a discussion about looking for alternatives, for aesthetic reasons, to future projects that propose the particular blocks that will be installed. A motion was made by T. Doyle and seconded by E. Auer, that the application submitted by the Town of Killingworth for road repair work on Green Hill Road, east of the Green Hill Road and Cow Pen Hill intersection, be approved as submitted. The motion carried unanimously.
D. M. & J. Young permit application for drainage improvement – 109 Roast Meat Hill Road
Town Foreman Jim Ward spoke with Enforcement Officer C. Jefferson and said the permit application submitted by the Youngs is being withdrawn. The Town will try working on the drainage on the opposite site of the road from their property to try to correct the road flooding in that area. A letter from Walter Adametz, Road Foreman, dated 8/14/07, requesting the permit withdrawal was received.

A letter from Town Clerk Linda Dudek was received stating that Wayne Addy had submitted his resignation from the commission, effective today. Chairman Himmelman expressed the opinion of all of the members that Wayne will be greatly missed as a member of this commission.
