November 27, 2007
The meeting was called to order at 7:30 p.m. by Chairman John Himmelman
Members present: J. Himmelman, R. Tanko, G. Rockwell, E. Auer
Also present – Enforcement Officer C. Jefferson
Members absent: T. Doyle
Visitors: Chris Bell, Richard Cabral, Cathy Iino, Peg Scofield
Peg Scofield discussed the first draft of gardening guidelines for the Killingworth Community Garden project. Mrs. Scofield emphasized that no herbicides or non-organic pesticides will be used on the garden. The Killingworth Park and Recreation Department will oversee the garden project. A website (kwgardens.org) was established in order to apply for a grant to help with the project. A soil test of the site came back with some deficiencies in it. The results of the soil testing is shown on the website. Mrs. Scofield would like to apply some lime to the soil if weather permits. She will do what the commission suggests in order to protect the nearby wetlands. A berm has been constructed to give some protection to the wetlands. Wood chips will be added to the berm. Members agreed that adding lime to the soil will be allowed. Mrs. Scofield will be meeting with the Park & Rec. Committee to discuss the Hold Harmless agreement.
Minutes: The minutes of the November 13, 2007 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer’s Report: Cathie Jefferson reported on the following items:
1. She inspected the Potts property on Roast Meat Hill Road. The silt fence is up. Mr. Potts will proceed with the project as discussed at the last meeting.
2. P&Z had some questions about the long term plan of the Wettish property – they will continue to review the proposal.
3. Seven Request for Review forms were received.
OLD BUSINESS
A. Plan of Conservation and Development for the Town of Killingworth – draft
Terry Doyle had emailed all members information to be sent to the Planning & Zoning Commission for their review. Members discussed the information as presented and agreed to have Chairman Himmelman ask Terry to send it to P&Z as written.
B. Lovers Lane
Enforcement Officer Cathie Jefferson received an email from Town Engineer Howard Pfrommer. There will be an inspection of Lovers Lane by members of the Army Corps of Engineers and probably DEP personnel on December 6th at 10:30 a.m. Several members will try to be present at the inspection.
C. M. & R. Natale permit application for new house – intersection of Reservoir Road, Roast Meat
Hill Road and Route 80
Chris Bell reviewed the plan for construction of a three-bedroom house on the 1.8 acre lot. The only proposed regulated activity is the footing drain. Members anticipate no problems with the plan as discussed. G. Rockwell moved, seconded by E. Auer, to approve the application as submitted. The motion carried unanimously.

1. IWWC meeting schedule for 2008
Members agreed to continue the present schedule of meetings on the second and fourth Tuesdays of the month, with the exception of both November and December, which will have only one meeting in each of those months. The meetings will begin at 7:30.
2. First Selectman Richard Cabral said he is trying to form a committee comprised of chairmen of the town’s commissions. John Himmelman said he would be willing to part of the committee.
