Regular Meeting #08-01
January 8, 2008
The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Also present – Enforcement Officer C. Jefferson

Visitors: Matthew and Alma Carroll, Tom Gannoe
Minutes: The minutes of the December 11, 2007 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer’s Report: Cathie Jefferson reported on the following:
1. A letter has been sent to Cindy Fusco of Madison Hollow regarding a complaint received about site work and equipment in a regulated area. Mrs. Fusco has been asked to contact Cathie.
2. One Request for Review was received.
OLD BUSINESS
A. Plan of Conservation and Development – follow-up (added to the agenda by a vote of the members)
G. Rockwell moved, seconded by E. Auer, to add this item to the agenda. The motion carried unanimously. Terry Doyle sent a memo to the Planning & Zoning Commission discussing the potential re-zoning of sensitive areas that are deemed important to this commission. P&Z is not able to re-zone specific pieces of property but they can put specific language into the Plan of Conservation and Development that regulations can be based on. Areas that are in watershed may have some protection based on the Plan.
NEW BUSINESS
A. New members
Sheryl Mala and Cindy Lippert were welcomed to the commission. This is the last meeting for Bob Tanko whose job relocation will prevent him from attending the meetings on a regular basis. Bob has been a member of the commission for several years and his experience and knowledge will be missed.
B. M. & A. Carroll permit application for patio & inground pool – 76 Kelseytown Road
Tom Gannoe, from Gannoe Pools, discussed a proposal for a 10’ x 18’ x 4’ deep pool that is within the wetlands review area. The existing wooden deck will be replaced by a raised patio. Mr. Gannoe discussed the process that will take place to dewater when there is a heavy rainfall. Compacted processed soil will be brought on-site for the pool and patio. Members will inspect the site on Saturday, January 19th at 8:30 a.m.
C. Scheduled meeting on February 12, 2008
The February 12th meeting is scheduled on a holiday observed by the Town. The Town Office Building is closed and therefore no meeting can be held. Members will decide at the next meeting if there is a need to reschedule the meeting for a different date.
D. 2007-1 Legislation and Regulations Advisory (12/10/07 memo from CT DEP)
G. Rockwell said that most of the items discussed in this memo have been incorporated into our regulations. No action needs to be taken at this time.

Bear Path Lane – new house
G. IWWC Regulations – changing the numbering for online access (added to the agenda by a vote of the members)
G. Rockwell moved, seconded by E. Auer, to add this agenda item. The motion carried unanimously. Town Clerk Linda Dudek has been given a grant to put various commissions’ regulations online, but the regulations may have to be re-numbered from what they are now. Cathie Jefferson will discuss the details with Linda to find out what has to be done by the commission in order for Linda to input the information.
H. Meeting on Wettish property
John Himmelman noted that there is a meeting scheduled on January 17, 2008 at 7:00 at the Fire House for discussion of development of the Wettish property. All members are welcome to attend the meeting.
