Town of Killingworth Inland Wetlands and Watercourses Commission
Killingworth, Connecticut 06419

Regular Meeting #08-04

March 25, 2008

The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Members present: J. Himmelman, G. Rockwell, E. Auer, T. Doyle, S. Mala, C. Lippert
Also present - Enforcement Officer C. Jefferson
Members absent: none

Visitors: No visitors

Minutes: The minutes of the March 11, 2008 Regular Meeting were approved by a consensus of the members with the following correction: Under Enforcement Officer's Report (1), the activity is in the wetlands, not the river.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. Cathie discussed the Fusco property on Madison Hollow and the neighbor's complaint about water on the neighboring property. Cathie saw a 15" corrugated plastic pipe with rip rap that runs under the property of the Fuscos' neighbor. She could find nothing on any plan, subdivision plan, or as-built plan to show that a pipe was authorized to be installed in that area. No violation was found and no action needs to be taken.
2. The Killingworth Youth League will be applying to the P&Z Commission to put a 10' x 12' storage shed in the parking area at Sheldon Park. No action is required by this commission.
3. A Request for Review was received from Limerick Farm, LLC to expand the facilities on North Roast Meat Hill Road (former S. Matthies property). No activity is proposed in the wetlands or wetlands review area. The farm owners would like to have six horse shows and six clinics on the property and will need to have an area to park approximately 30 horse trailers. The trailers will be parked on a grassy area and the existing paddocks will be fenced when there are horse shows. The proposed activity for review is construction of a barn on the area that is now a tennis court. P&Z will be having a hearing on this proposal in May. A copy of a letter to P&Z from Cindy Gaudino at the CT Water Company was received stating that all manure should be removed from the property. Chairman Himmelman will write a memo to P&Z stating that there are no regulated activities proposed at this time.
4. Two new review forms were submitted.

Regular Meeting #08-03

Town of Killingworth Inland Wetlands and Watercourses Commission
Killingworth, Connecticut 06419

Regular Meeting #08-03

March 11, 2008

The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Members present: J. Himmelman, G. Rockwell, E. Auer, S. Mala, C. Lippert
Also present - Enforcement Officer C. Jefferson

Members absent: T. Doyle

Visitors: Edward Coppola, Matthew Young, Jim Brangi

Minutes: The minutes of the February 26, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. She spoke with the homeowner at 33 River Road about the activity that is occurring in the wetlands. The owner said that he is removing dead trees and brush in the area. Cathie said the activity is pretty far out into the river, but did not see any tracks of a vehicle in the area. Cathie would like all commission members to drive by the site and look at the disturbed area. She will ask the homeowner to complete an after-the-fact permit application.
2. Cathie will inspect the Fusco property on Madison Hollow when the snow cover is gone to follow up on a complaint she had received.
3. Four new review forms were submitted.

OLD BUSINESS

A. M. Young permit application for storage barn - 109 Roast Meat Hill Road
Members reviewed the application for a storage barn at 109 Roast Meat Hill Road. Enforcement Officer C. Jefferson inspected the site and did not find any problems with the application as submitted. E. Auer moved, seconded by S. Mala, to grant a permit to M. Young, with the condition that the floor of the building be sloped to the south (away from the wetlands). The motion carried unanimously.

NEW BUSINESS

A. A. & F. Budzinsky permit application for house construction - 234 Reservoir Road
Engineer Edward Coppola presented information on a proposal by Mr. and Mrs. Budzinsky to construct a house on a lot adjacent to where they currently live. The adjacent lot was purchased in 1975 and a boundary line revision was done prior to the submission of this application. The 2.86 acre lot has approximately .26 acres of wetlands as noted by Soil Scientist Don Fortunato.

Mr. Coppola discussed another option for the driveway location which he said is not feasible because there is no site line distance for viewing oncoming cars. The topography for the proposed house site is fairly flat. The Killingworth Land Conservation Trust owns the property that is directly behind this lot. This is a public watershed area and the applicant has submitted the plans to the CT Water Company.

Members asked if the proposed house location could be moved closer to Reservoir Road and were told by Mr. Coppola that a portion of the lot is rocky, and the applicants also would like the houses on each lot to have some privacy from each other.

Members will inspect the site on Saturday, April 5th at 8:00 a.m.
