The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.
Members present: J. Himmelman, G. Rockwell, E. Auer, T. Doyle, S. Mala, C. Lippert
Also present - Enforcement Officer C. Jefferson
Members absent: none
Visitors: No visitors
Minutes: The minutes of the March 11, 2008 Regular Meeting were approved by a consensus of the members with the following correction: Under Enforcement Officer's Report (1), the activity is in the wetlands, not the river.
Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. Cathie discussed the Fusco property on Madison Hollow and the neighbor's complaint about water on the neighboring property. Cathie saw a 15" corrugated plastic pipe with rip rap that runs under the property of the Fuscos' neighbor. She could find nothing on any plan, subdivision plan, or as-built plan to show that a pipe was authorized to be installed in that area. No violation was found and no action needs to be taken.
2. The Killingworth Youth League will be applying to the P&Z Commission to put a 10' x 12' storage shed in the parking area at Sheldon Park. No action is required by this commission.
3. A Request for Review was received from Limerick Farm, LLC to expand the facilities on North Roast Meat Hill Road (former S. Matthies property). No activity is proposed in the wetlands or wetlands review area. The farm owners would like to have six horse shows and six clinics on the property and will need to have an area to park approximately 30 horse trailers. The trailers will be parked on a grassy area and the existing paddocks will be fenced when there are horse shows. The proposed activity for review is construction of a barn on the area that is now a tennis court. P&Z will be having a hearing on this proposal in May. A copy of a letter to P&Z from Cindy Gaudino at the CT Water Company was received stating that all manure should be removed from the property. Chairman Himmelman will write a memo to P&Z stating that there are no regulated activities proposed at this time.
4. Two new review forms were submitted.
OLD BUSINESS
A. A. & F. Budzinsky permit application for house construction - 234 Reservoir Road
There will be a site inspection on Saturday, April 5th at 8:00 a.m.
B. Inspection - 33 River Road
A couple of commission members drove by the property at 33 River Road to view the activity that is taking place in the wetlands. Members would like Enforcement Officer Cathie Jefferson to talk with the property owner to find out what is being done and if there is future activity planned for that area. Cathie will report back to the commission at the next meeting and members will discuss if any action needs to be taken.
