Regular Meeting #08-06

April 14, 2008

Chairman John Himmelman called the meeting to order at 7:30 p.m.

Members present: J. Himmelman, G. Rockwell, E. Auer, T. Doyle, C. Lippert, S. Mala
Also present - Enforcement Officer C. Jefferson

Members absent: None

Visitors: Ed Coppola

Minutes: The minutes of the April 8, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson noted that she was on vacation last week and has only four new review forms to report.

OLD BUSINESS

A. A. & F. Budzinsky permit application for house construction - 234 Reservoir Road
E. Auer recused himself from the discussion and vote on the application because of his business relationship with the applicants. Engineer Ed Coppola presented and discussed a revised plan of the proposed new house. The house, septic tank and well have been relocated. Members agreed that the new plan addresses the concerns that were discussed on the site walk and at the last meeting. T. Doyle moved, seconded by G. Rockwell, that the revised plan (dated April 17, 2008) be approved with the usual permit caveats. The motion carried with five votes in favor and no votes against.

B. D. Tyler - 119 Roast Meat Hill Road
A site inspection will be conducted on Saturday, April 26th at 8:30 a.m.

C. J. & S. Davenport - 5 Owl Hollow Lane
A site inspection will be conducted on Saturday, April 26th after the Tyler inspection.

Regular Meeting #08-05

April 8, 2008

Chairman John Himmelman called the meeting to order at 7:30 p.m.

Visitors: Debbie Tyler, Bob Burley, Ed Coppola, Roger Nemergut, Sue Davenport

1. Engineer Ed Coppola presented information on a preliminary plan to build a house at 119 Roast Meat Hill Road on Lot #8 in the Whispering Oak Subdivision. All of the proposed activity will be in the upland review area. There is an existing house on the property that the owners will live in while they build the proposed house. A new septic system will be installed for the new house. Mr. Coppola would like some feed back from the commission as to the feasibility of the proposal before a lot of time and money are put into it. Members will have a site visit on Saturday, April 26th at 8:30 a.m.

2. Engineer Roger Nemergut presented a preliminary plan for a riding arena on the Davenport property at 5 Owl Hollow. The lot is a six-acre lot and has an existing barn. The proposed arena will be within the upland review area of the property. According to Mr. Nemergut's proposal, there is only one practical location for the riding arena. The grading that will have to be done will be sloped very slightly toward the wetlands allowing the area to drain but not enough to cause any erosion. It will drain away from the pond on the property. Mr. Nemergut stated that plantings would be done to provide a vegetative strip to help prevent erosion of the sandy surface. J. Himmelman recused himself from the discussion because he is a friend of the applicants. A site walk will be held on April 26th after the Roast Meat Hill Road site visit.

Minutes: The minutes of the March 25, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. No new review forms were submitted.
2. William Pinchbeck & Family, LLC submitted an application for a timber harvest operation on Cow Hill Road. A permit application was submitted but Cathie said it should be a wetlands review. She will monitor the operation.

OLD BUSINESS

A site inspection was held on Saturday, April 5th. Members on the site walk agreed that the proposed location of the driveway off Reservoir Road is acceptable because of the bad corner and bad sight lines. One of the members had a concern about the proximity of the driveway to the wetland area. A lot of clearing will have to be done to construct the house and much of the clearing will be very near to the wetlands. Members also discussed the fact that the area has sandy soil and how any material that went into the soil would go right through it, possibly becoming a potential wetlands contaminant. There was a consensus that commission members would like to see an alternative plan to the one proposed that would have less impact on the nearby wetland. E. Auer recused himself from the discussion because of his business relationship with the applicants.
