Chairman John Himmelman called the meeting to order at 7:30 p.m.

Members present: J. Himmelman, E. Auer, T. Doyle, C. Lippert, S. Mala
Also present - Enforcement Officer C. Jefferson

Members absent: G. Rockwell

Visitors: Richard Ballard

Minutes: The minutes of the May 13, 2008 Regular Meeting were approved by a consensus of the members, with the following addition: Under Communications, add Application to Conduct A Regulated Activity for CT Water Company, c/o C. Gaudino (owner), Connwood Foresters (applicant).

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. She informed members of the agenda for the 5/27/08 Board of Selectmen meeting that noted pipe installation for Lovers Lane. She will ask the Town Foreman about the agenda item.
2. A Request for Review from M/M James Reid was submitted for a pond clean-out at 159 Green Hill Road. Members will informally inspect the site before the next meeting. The Reids will be notified that members will be stopping by to view the pond.
3. Two Requests for Review were submitted.

OLD BUSINESS

A. CT Water Company, c/o C. Gaudino (owner), Connwood Foresters (applicant) permit application
for timber harvest with 5 crossings - Kelseytown Road, Map 38, Lot 4
Enforcement Officer C. Jefferson has not yet met with a representative from Connwood Foresters. The company has to present the information to the Planning & Zoning Commission to get bonding.

B. L. Molenaar & A. Kornacki, Jr. (owner), A. Kornacki, Jr. (applicant) permit application for
re-establishment of lawn - 164 Roast Meat Hill Road
Members reviewed the proposal to clear away an old foundation and plant a lawn within 50 feet of a wetland area. T. Doyle moved, seconded by C. Lippert, to approve the application as submitted and grant a permit. The motion carried unanimously.

Chairman John Himmelman called the meeting to order at 7:30 p.m.

Also present - Enforcement Officer C. Jefferson

Members absent: None

Visitors: Sue Davenport, Roger Nemergut, Michael Harkin, Lee Ann Molenaar

Engineer Michael Harkin, on behalf of Tom Cost and the True Value Hardware Store, presented a revised plan for the proposed hardware store on Route 81. Mr. Harkin explained the state requirements for the site, and the replacement of pipes that will be done. No action needs to be taken on the revised plan.

Minutes: The minutes of the April 22, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. She had a question about the policy for clean-out of existing ponds. She had someone inquire as to whether they needed a permit application or a request for review. Members agreed that they would like to review plans for pond clean-outs and they will determine if permits will be needed.
2. The owners of Limerick farm on North Roast Meat Hill Road withdrew their application from the Planning & Zoning Commission. They are re-doing their statement of use.
3. The April building permit list was distributed.
4. Four Requests for Review were submitted.

OLD BUSINESS

A. D. Tyler - 119 Roast Meat Hill Road
A site inspection was conducted on Saturday, April 26th. Members of the site inspection team had no opposition to the location of a proposed new house on the lot. No action is required on this proposal.

B. J. & S. Davenport - 5 Owl Hollow Lane
A site inspection was conducted on Saturday, April 26th. Chairman J. Himmelman recused himself from the discussion on this application because he is a friend of the applicants. Members on the site walk had no objection to the proposal to construct a riding ring as presented by Engineer Roger Nemergut at the April 8th IWWC meeting. On-site discussion included information about proposed plantings in the area. No permit application has been submitted; therefore no action is required by the commission.

NEW BUSINESS

Enforcement Officer C. Jefferson will contact the applicant to look at the locations for the proposed crossings. She will report to the commission at the next meeting.

B. L. Molenaar & A. Kornacki, Jr. (owner), A. Kornacki, Jr. (applicant) permit application for
re-establishment of lawn - 164 Roast Meat Hill Road
Ms. Molenaar addressed the commission about her proposal to clear away an old foundation and plant a lawn within 50 feet of a wetland area. Members agreed that the area needs some grass or ground cover to prevent erosion of the area. They expressed their concern about the use of fertilizer on the lawn and would like to see it limited. Shrubs will be planted between the wetlands and the lawn. No action can be taken at this meeting.

C. Adjoining Municipality Regulation enforcement
Members discussed a project in Madison on the Killingworth town line. A building is proposed approximately 20 feet from the Hammonasset River. The activity is more than 500 feet from the town line; therefore no notification to Killingworth is necessary.
