Regular Meeting #08-12

July 22, 2008

Vice-Chairman Terry Doyle called the meeting to order at 7:30 p.m.

Members present: T. Doyle, E. Auer, S. Mala, C. Lippert, J. Himmelman (arrived at 7:37)

Members absent: G. Rockwell
Also absent - Enforcement Officer C. Jefferson

Visitors: Ed Coppola, Roger Nemergut, Debra Tyler, Bob Burley

Minutes: The minutes of the July 8, 2008 Regular Meeting were approved by a consensus of the members with the following correction: Sheryl Mala was not present at that meeting.

Enforcement Officer's Report: Cathie Jefferson was not in attendance at tonight's meeting. She submitted a list of review forms (see Requests for Review - New Business (D).

OLD BUSINESS

A. Wettish property field proposal
Members conducted a site walk on Saturday, July 12th. The members who attended the site walk expressed no concerns about the preliminary plan that was discussed at the July 8th meeting. A formal application with a detailed plan that will include drainage issues will be presented at the next meeting according to E. Auer.

B. S. Davenport permit application for a riding ring - 5 Owl Hollow Lane
John Himmelman recused himself from discussion and vote on this application because he is a friend of the applicant. Engineer Roger Nemergut reviewed the proposal for construction of an outdoor riding ring. E. Auer moved, seconded by C. Lippert, to approve the plan and grant a permit for the riding ring as presented. The motion carried with four votes in favor and one member recused.

C. Gargiulo subdivision - Route 148/Pine Orchard Lane
Engineer Roger Nemergut reviewed the proposal for a four- lot subdivision on the former MaxwellTunney property on Route 148. Two commission members were able to attend the site walk on Saturday, July 12th. They saw a gas tank on the property that needs to be removed; Mr. Nemergut said he would make sure the owner removes the tank. No other problems or concerns are anticipated. Chairman Himmelman will write a memo to the Planning & Zoning Commission to inform them that the site plan has been reviewed and there are no regulated activities proposed on the submitted plan.

NEW BUSINESS

A. CACIWC membership
A renewal form has been received for membership renewal in the Connecticut Association of Conservation and Inland Wetlands Commissions. Members agreed to renew the one-year membership with the Conservation Commission. The combined commissions' membership is slightly less expensive than two individual memberships. T. Doyle made a motion to approve the continued membership. The motion was seconded by S. Mala and carried unanimously.

B. D. Tyler permit application for driveway with utilities - 119 Roast Meat Hill Road
Engineer Ed Coppola submitted a revised plan for construction of a new house, garage and storage barn. The existing house will be taken down when the new house is complete. Construction of the driveway is the regulated activity on the site. Mr. Coppola discussed other options that were not chosen. A pipe will be installed during driveway construction to prevent water going onto the neighboring property.

The meeting was called to order at 7:30 p.m. by Chairman John Himmelman.

Members present: J. Himmelman, G. Rockwell, E. Auer, S. Mala, C. Lippert
Also present - Enforcement Officer C. Jefferson

Members absent: T. Doyle

Visitors: Matthew and Alma Carroll, Matthew Young

Minutes: The minutes of the January 8, 2008 Regular Meeting and the continuation of that meeting on January 19th were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following:
1. She will investigate some disturbance on property on River Road near Chestnut Hill Road. She is not sure if there is a project on the Madison side or the Killingworth side of the river.
2. A letter was sent to Cynthia Fusco regarding a complaint she had received. She has discussed the letter with Mr. Fusco and is waiting for the snow to melt to further investigate the situation.
3. Three new review forms were submitted.

OLD BUSINESS

A. M. & A. Carroll permit application for patio & in-ground pool - 76 Kelseytown Road
Members present at the site inspection on January 19th reviewed the proposal with the other members. A motion was made by E. Auer and seconded by C. Lippert to approve the plan as submitted, with the addition of hay bales for erosion control on the east side. The motion carried unanimously.

NEW BUSINESS

A. Town of Killingworth (Town Foreman W. Adametz) - discussion of drainage improvements to Parker Hill Road
Town Foreman Walter Adametz presented information on proposed drainage improvements for the corner of Parker Hill Road and Route 148. Because of the present conditions in the area, water sheets across the road after rain or snow storms. Several catch basins are proposed to eliminate the water flow on the road. The road will be crowned to keep the water on the edge of the roadway. The existing drain will be tied into the cross culvert. Mr. Adametz discussed the catch basin maintenance program that the town has now. He said that high volume catch basins will be cleaned every year. There was a consensus of the members to treat this proposed activity as road maintenance.

B. M. Young permit application for storage barn - 109 Roast Meat Hill Road
Mr. Young presented his plan for a storage barn that will be approximately 60' from the wetlands. He said that because of the slope of the land, the proposed location is the only feasible place for the barn. The foundation will have a 4' wall with a concrete floor and no drain. Members suggested to Mr. Young that the foundation slab be pitched away from the wetlands to prevent any runoff from going into the wetland area. Enforcement Officer C. Jefferson will inspect the site.

C. 2008 Inland Wetlands Commissioners Training Program
C. Lippert has registered for training and S. Mala will look into registering for the program in Old Lyme.
