Chairman John Himmelman called the meeting to order at 7:30 p.m.

Members present: J. Himmelman, T. Doyle, S. Mala, E. Auer, G. Rockwell
Also present - Enforcement Officer C. Jefferson

Members absent: C. Lippert

Visitors: E. Paul Lambert, Michael Milano

Minutes: The minutes of the October 14, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following items:
1. She reported that J. Howard Pfrommer will check on the trees that have been planted on Burr Hill Road after the culvert installation project. It appears that the trees that were planted do not meet the specifications of what was proposed.
2. An engineer will give a presentation at next month's Planning & Zoning Commission meeting
about the possibility of Walgreen's Pharmacy being built on the property that the Killingworth Inn
now occupies.
3. Four new Request for Reviews were submitted.

OLD BUSINESS

A. A.F. King permit application for septic, pool, driveway, grading - 10 Fire Tower Road
Members will conduct a site walk on Saturday, November 22nd at 8:00 a.m.

B. CT Yankee Council, Inc. - Boy Scouts of America Application for Wetlands Review - 101 Paper Mill Road - overnight Cub Scout Camp
Members will conduct a site walk on November 8th at 8:00 a.m.


C. Plans for Replacement of Bridge No. 04716 - Reservoir Road over Menunketesuck River (added to the agenda by a majority vote of the members present)
T. Doyle moved, seconded by E. Auer, to add this item to the agenda. This item was added to the agenda so a vote could be taken to approve the plans that have already been approved by the DEP, the Army Corps of Engineers and other State agencies. The motion carried. T. Doyle moved, seconded by E. Auer, to approve the plans as presented at the October 14th meeting. The motion carried. No local permit is required.

NEW BUSINESS

A. M. & K. Milano Application for Wetlands Review - 65 Parker Hill Road Ext. - 6 lot conservation subdivision (White Pine Subdivision)
Engineer E. Paul Lambert presented a proposal for a six lot conservation subdivision on approximately 92 acres. The existing house lot (approximately 15 acres) will be one of the lots in the proposed subdivision. A 1000' long town road is planned to access Lots 1-5. No activity is proposed within the 100' review area. No vernal pools are on the six lots. Members agreed that no permits are required at this time based on the presentation by Mr. Lambert. Chairman Himmelman will write a memo to the P&Z Commission stating that no permits are required from this commission.

Visitors: Joseph Cermola of Cardinal Engineering, Philip Katz, Tom Stevens, Roger Nemergut

1) Philip Katz, of Stantec Consulting, presented information on a proposal to build an overnight camp at the Deer Lake Scout Reservation on Paper Mill Road. The proposal includes an administration building, a dining hall, a nurse's station and training facility and a trading post. Members will conduct a site walk on Saturday, November 8th at 8:00 a.m.

2) Engineer Tom Stevens represented Ryan Fitzsimmons of Limerick Farm, LLC on a proposal to replace an existing paddock fence with a removable fence at 552 North Roast Meat Hill Road. The wetlands flagged by Richard Snarski are approximately 80' from the proposed fence construction. The property owner plans on having horse shows six times a year and the fence will be removed to accommodate parking of horse trailers. After a discussion of the proposal, members agreed that Chairman Himmelman will write a letter to the Planning & Zoning Commission stating that no permit is required for this activity as proposed.

Minutes: The minutes of the September 23, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following items:
1. A list of Request for Reviews for the month of September was distributed to the members.
2. She met with a group of people who are interested in building an overnight Boy Scout Camp at the Deer Lake camp. Cathie suggested to commission members that the property be inspected
3. Five new Requests for Review were submitted.

OLD BUSINESS

There was no Old Business for discussion at tonight's meeting.


NEW BUSINESS

A. IWWC meeting schedule
There was a discussion on whether the meeting schedule for next year should consist of one or two meetings per month. Members agreed that the 2009 meeting schedule will have just one meeting that will be held on the second Tuesday of each month. If the need arises, a special meeting will be called.

B. A.F. King permit application for septic, pool, driveway, grading - 10 Fire Tower Road
Engineer Roger Nemergut discussed an application for several activities in the upland review zone of property at 10 Fire Tower Road. The proposal includes an underground pool, a portion of the terrace, an extension of the driveway, general grading in association with a new septic system, and a footing drain that will be daylighted in a regulated area. Members will conduct a site walk on Saturday, November 22nd at 8:00 a.m.

C. Plans for Replacement of Bridge No. 04716 - Reservoir Road over Menunketesuck River
Joseph Cermola, from Cardinal Engineering, explained the plans for the Reservoir Road replacement bridge. They have been approved by the Department of Transportation and the Army Corps of Engineers. Two existing corrugated metal arches will be replaced with a double box culvert. The bridge will be built in two phases and will be done between May and September, at a time of low flow of water.

D. Invoice approval for copies of IWWC pamphlets
Commission members had agreed at a previous meeting to approve the printing of the separate IWWC section of the new Killingworth Town Code.
