November 25, 2008
Chairman John Himmelman called the meeting to order at 7:30 p.m.
Members present: J. Himmelman, T. Doyle, S. Mala, E. Auer, G. Rockwell, C. Lippert
Also present - Enforcement Officer C. Jefferson
Members absent: None
Visitors: Roger Nemergut
Minutes: The minutes of the October 28, 2008 Regular Meeting were approved by a consensus of the members with the following correction: Under Old Business (C) the sentence "No local permit is required" should be deleted.
Enforcement Officer's Report: Cathie Jefferson reported on the following items:
1) She met with Engineer Ed Coppola and discussed the Reservoir Road bridge project. Apparently the DEP is not sure about the proposed box culvert. The project is on hold at this point.
2) She received an email from Jennifer at Nathan Jacobson & Associates. The plantings on Burr Hill Road were measured and some did not meet the minimum height requirement. They will be replaced.
3) Cathie looked into the Patrick Drive beaver dam situation.
4) There is a workshop at the Durham Town Hall on December 15th on Planning for Agriculture. Any members are welcome to attend.
5) Three Request for Review forms were submitted.
OLD BUSINESS
A. A.F. King permit application for septic, pool, driveway, grading - 10 Fire Tower Road
Members conducted a site walk on Saturday, November 22nd. Engineer Roger Nemergut reviewed the plan to remove an existing house at 10 Fire Tower Road and replace it with a new home. Regulated activities within the wetland review zone include construction of a portion of the swimming pool and a portion of the patio, a new driveway, footing drain discharge and clearing of a cart path. The house itself is outside the review zone. T. Doyle moved, seconded by G. Rockwell, to approve the application and grant a permit for the regulated activities, with the provision that the "cart" path be more clearly defined as a "walking path only" on a revised plan. The motion carried.
B. CT Yankee Council, Inc. - Boy Scouts of America Application for Wetlands Review - 101 Paper Mill Road - overnight Cub Scout Camp
Members conducted a site walk on November 8th. Site maps were reviewed and members walked the area where changes are proposed. Revisions to the plans may be submitted to the commission.
NEW BUSINESS
A. DEP Amendments
There were some recent changes in DEP Regulations but there was no mention of changes in wetlands regulations. There is no need to change the Town IWWC Regulations at this time.
B. Slate of officers for 2009
The current commission officers agreed to keep their offices for next year. John Himmelman will continue as Chairman, Terry Doyle will be the Vice-Chairman, and Gaylord Rockwell will be the Secretary/Treasurer. A motion was made by G. Rockwell and seconded by T. Doyle to have the commission secretary cast one vote for the slate of officers. The motion carried. G. Rockwell cast one vote for the complete slate of officers.
C. IWWC 2009 meeting calendar
There was a consensus of the members to approve the schedule of only one meeting per month, on the second Tuesday of each month. A copy of the 2009 IWWC meeting schedule was distributed to the members.
