Vice-Chairman Terry Doyle called the meeting to order at 7:30 p.m.
Members present: T. Doyle, G. Rockwell, E. Auer, C. Lippert, S. Mala
Enforcement Officer C. Jefferson was also present.
Members absent: J. Himmelman

Minutes: The minutes of the April 14, 2009 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer's Report: Enforcement Officer C. Jefferson reported on the following:
1. See Old Business (C) - CT Water Company/Connwood Foresters application
2. See Old Business (D) - Gargiulo application
3. An email was sent to all members to inform them about a class at UConn.
4. The April permit/review list was distributed to the members.
OLD BUSINESS
A. Buchanan Family LLC Review Application - family subdivision - 25 Chestnut Hill Road
A second site walk was conducted on April 25th to look at the impact of the revised proposal on the 33 ½ acre parcel. There is a nine acre section of upland where the proposed house site is shown. Engineer Roger Nemergut submitted three drawings of the proposed driveway cross-section showing the arch pipe in the intermittent watercourse, culverts in the existing channel and a typical cross-section of the crossing. A new Preliminary Layout, dated May 12, 2009, was also submitted. Members agreed that this revised plan is better than the original plan.
B. Municipal Land Use Committee
Peg Scofield, and Dick Pleines of the Municipal Land Use Committee, inquired about putting down some planking on top of the stone crossing that is already in place. The planking is a temporary fix to make it easier for foot traffic to access the back garden. An Eagle Scout project is being presented at the next meeting of the Municipal Land Use Committee for a wetland crossing. Paperwork will be submitted to this commission when they have more information about the proposed crossing. Members approved the temporary plank crossing.
C. CT Water Company, c/o C. Gaudino (owner), Connwood Foresters, Inc. (applicant), permit
application for commercial timber harvest - Reservoir Road, Map 29, Lot 1
A timber harvest, with two wetland crossings, is proposed on the 60 acre parcel on Reservoir Road. The harvest will be done during dry weather or winter. A site walk was held on April 21st with Enforcement Officer Cathie Jefferson and a representative from Connwood Foresters. During the site walk, it was agreed that one of the crossings would be re-located. Mrs. Jefferson did not see any other problems with the proposal. T. Doyle moved, seconded by C. Lippert, to approve the application with the change in one of the crossings as discussed by Enforcement Officer C. Jefferson.
D. C. & E. Gargiulo Review Application - Parker Hill Road Ext.
A two lot subdivision is proposed on the 17 acre parcel that includes seven acres of wetlands. A site walk was conducted on April 25th. All of the proposed activity, which includes a long driveway, is in the regulated wetland area. The wetland area shown on the submitted map with this application is different than the wetland area shown on the remediation map of the area that Cathie Jefferson received from Engineer Roger Nemergut. Members agreed that because previous work done by Mr. Gargiulo had to be approved by the DEP and the Army Corps of Engineers, this proposal may also need to be approved by them. The area that he proposes to cross is almost entirely a regulated area and members feel that the extent of the crossing will result in it being subject to regulation by the State Environmental Protection Agency and by the Army Corps of Engineers. Members recommend that Mr. Gargiulo seek comments from them before submitting a permit application to this commission.
NEW BUSINESS
A. S. Bochanis (owner), D. Bochanis (applicant) permit application for parking expansion,
associated construction activity, and fabric building and access way in review zone -
183 & 185 Route 81
Mark Young, land surveyor with Waldo Associates, presented the proposal for an additional two parking spaces and the relocation of the existing fabric building that was constructed without approval at the Killingworth Country Commons on Route 81. A short processed stone driveway is also proposed to access the fabric building that houses items for the Killingworth Feed Store. The proposed activities are in the wetland review zone very close to the wetlands on the site. Mr. Young explained why alternative locations (behind the buildings and between the buildings) were not acceptable because of the propane tank location, the septic tank location, and the greater impact and disturbance of the alternative area.
When the parking spaces were re-configured to make the handicapped spaces larger, two spaces were "lost". They would like to add these two spaces in other locations. Enforcement Officer Cathie Jefferson said that the applicant is not out of compliance with the number of existing parking spaces, but they would just like to have more spaces to accommodate any tenants that might want to rent space.
Members will inspect the area before the next regularly scheduled meeting on June 9th.
B. The Congregational Church in Killingworth permit application for pond clearing - 273 Route 81
Geoffrey Cook, chairman of the Board of Trustees of the Killingworth Congregational Church, and Glen Johnson, a trustee of the church, discussed their proposal to dredge the fire pond on the church property. Chairman John Himmelman had written an email to all of the members saying that the pond is a vernal pool and should not be disturbed at this time. He also indicated that the material in the pond will naturally decompose and may not necessarily have to be removed.
Bruce Campbell, attorney representing the church, stated that they would like to restore the pond to its natural condition and have more fish in it. He asked permission to get rid of a large pile of leaves that is approximately 25 feet from the pond. They would also like to relocate a large boulder on the property to a place that would have a portion of it in the pond.
Members will inspect the site again within the next two or three weeks. Permission was granted to remove the pile of leaves as long as there is no disturbance to the pond. Vice-Chairman T. Doyle told the church members that he would hopefully have some information for them before the next IWWC meeting.
