Regular Meeting #09-08

Chairman John Himmelman called the meeting to order at 7:30 p.m.
Members present: J. Himmelman, T. Doyle, G. Rockwell, C. Lippert, E. Auer
Enforcement Officer C. Jefferson was also present.
Members absent: S. Mala
Visitors: Philip Katz, Peter Lemeries
Minutes: The minutes of the June 9, 2009 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer's Report: Enforcement Officer C. Jefferson reported on the following:
1. Walt Ricci of Cardinal Engineering, will be in charge of the erosion control activity for the Reservoir Road Bridge project.
2. The Bochanis application for activities at the Killingworth Commons on Route 81 has been
withdrawn from the Planning & Zoning Commission. This commission approved the
application at the last IWWC meeting. A new application will be submitted to this commission
when changes have been made to satisfy P&Z regulations.
3. The application for the five-lot White Pine Subdivision on Parker Hill Road has been withdrawn from Planning & Zoning.
OLD BUSINESS
A. R. Dudek (owner), Peter Marlowe Forest Products (applicant) permit application for timber
harvest - 83 Tower Hill Road
Peter Lemeries, from Peter Marlowe Forest Products, attended the meeting to answer any questions that members may have about a proposed timber harvest at 83 Tower Hill Road. Approximately 350 trees on about 30 acres of the 75 acre parcel will be cut. The proposed harvest will be done in late summer or fall when conditions are dry. Enforcement Officer C. Jefferson and Mr. Lemeries walked the site to inspect the proposed crossings. Mrs. Jefferson said that the crossings have been located in the most logical places on the site. No problems are anticipated if the project is completed as proposed. T. Doyle made a motion to approve the application as presented. The motion was seconded by C. Lippert. The motion carried.
NEW BUSINESS
A. Running Brook Farms
Cathie Jefferson did a site walk with Cindy Gaudino of the CT Water Company and Chris, a Water Company representative, in response to a complaint by a neighbor of a terrible odor coming from Running Brook Farms operation. No runoff was seen and no violations were noted. Someone from the Water Company will respond to the neighbors and let them know that they found no evidence of violations of Water Company standards. Representatives from DEP, the Health Department, and Planning & Zoning have also been onsite to check the odor report. No violations have been found by any agencies.
B. Revision to permit for CT Yankee Council, B.S.A. (Deer Lake Boy Scout Reservation) -
101 Paper Mill Road
Philip Katz, Senior Project Manager of Stantec Consulting, presented information on a revision that is being made to the plans for the Boy Scout Camp that were approved in January of this year. An additional heated structure is proposed to house the water tanks. No activity is proposed in the wetland review area. E. Auer moved, seconded by T. Doyle, to accept the amended plan, as submitted, for the CT Yankee Council, B.S.A. (owner), Stantec Consulting Services, Inc. (agent), to add an additional structure to house a water tank at 101 Paper Mill Road. The motion carried.
