Regular Meeting #09-11
October 13, 2009
Chairman John Himmelman called the meeting to order at 7:30 p.m.
Members present: J. Himmelman, T. Doyle, G. Rockwell, E. Auer, C. Lippert
Enforcement Officer C. Jefferson was also present.
Members absent: S. Mala
Visitors: Peter & Ellen Baecker, Mark Clifton, James Fulmer
Minutes: The minutes of the September 8, 2009 Regular Meeting were approved by a consensus of the
members.
Enforcement Officer's Report: Enforcement Officer C. Jefferson reported on the following:
1. A list of building permits for the month of September was distributed to members.
2. Cathie had a discussion with Road Foreman Walter Adametz regarding work that needs to be done on the River Road bridge. A Request for Review has been submitted. She said the work will involve repaving the deck, painting the bridge bottom, scraping rust, and replacing some bolts. The consensus of the members was that the work is considered to be normal maintenance and a permit is not necessary.
OLD BUSINESS
B. A. Sansone permit application for dock - 347 Route 148
A permit application has been submitted for construction of a dock on Kroupa's Pond. Mr. Sansone submitted a site plan with the application and it was noted that, according to the site plan dated July 27, 1994, the Sansones do not own any portion of the pond adjacent to their property. James Fulmer, a neighbor across the pond from the Sansone property, spoke to the commission regarding his opinion of the proposed dock. Mr. Fulmer questioned why he did not receive notification of the project that his neighbors had received in the mail. Mr. Fulmer stated that he thought the dock construction would raise the value of the Sansone property, but lessen his property value because it would decrease the wooded area on that side of the pond. Commission members agreed that no vote can be taken on the permit application until the issue of ownership can be decided.
NEW BUSINESS
A. Boy Scout project at Deer Lake - revised plan
Mark Clifton submitted a revised plan that shows a slight relocation of one of the proposed buildings at the Deer Lake site. Mr. Clifton explained that the change would make sense because of the traffic pattern in the mornings when campers are arriving, and aesthetically it will be better. Commission member T. Doyle has looked at the area and agrees with the relocation. T. Doyle moved, seconded by C. Lippert, to approve the amendment to the original permit as shown on the "Site Layout Dining Hall" plan dated 8/12/09 with one amendment on 10/12/09. The motion carried unanimously.
B. P. & E. Baecker permit application for house addition - 79 Bar Gate Trail
Mr. and Mrs. Baecker explained their proposal for an addition to their home which will include a 10 foot addition to one room and making a half bath into a full bath. Members will inspect the site on Saturday, October 17th at 8:30 a.m.
