Regular Meeting #08-01

January 13, 2009

Chairman John Himmelman called the meeting to order at 7:30 p.m.

Members present: J. Himmelman, G. Rockwell, S. Mala, E. Auer, C. Lippert
Also present - Enforcement Officer C. Jefferson

Members absent: T. Doyle

Visitors: Philip Katz, Mark Clifton, Bob Tucker (architect), Boy Scout Troop 18, Paul Lambert

Paul Lambert (Lambert Engineering) submitted a revised plan for the White Pine Subdivision on Parker Hill Road Ext. A plan was submitted a few months ago for the conservation subdivision on the 92+ acre parcel. No activities are proposed in the regulated area. Additional Open Space has been added to the plan. The original plan had 14 acres, the re-calculated plan has 28 acres of Open Space. Chairman J. Himmelman will write a memo to the Planning & Zoning Commission stating that there are no regulated activities proposed on the new plan.

Minutes: The minutes of the December 9, 2008 Regular Meeting were approved by a consensus of the members.

Enforcement Officer's Report: Cathie Jefferson reported on the following items:
1. She made copies of an article in the recent edition of The Habitat for all members to read.
2. She distributed copies of the December building permit list to commission members.

OLD BUSINESS

A. CT Yankee Council, B.A. S. (owner), Stantel Consulting Services, Inc. Attn: Philip Katz (agent) permit application for construction of buildings and parking lot at Deer Lake Camp, 101 Paper Mill Road
Philip Katz, Senior Project Manager, Stantel Consulting Services, Inc. reviewed a revised plan with the members. The change is that the parking area near the entrance to the camp has been shifted slightly to maintain more of the open field. It will not encroach on the wetlands. The septic system is in the process of being tested. All of the septic system is outside the regulated wetland area. Due to the size of the system, the plan has to be sent to the State. G. Rockwell moved, seconded by S. Mala, that the activity as shown on the latest revision of the plan submitted by the Connecticut Yankee Council, B.S.A (owner), Stantec Consulting Services, Inc. (agent), as discussed at this meeting, be approved with the condition that a complete revised plan will be submitted, and also if the proposed septic system location is not approved by the State, the plan will be reviewed again by this commission. The motion carried.
