Special Meeting #09-04
Town of Killingworth Inland Wetlands and Watercourses Commission
Killingworth, Connecticut 06419
Special Meeting #09-04
March 18, 2009
Chairman John Himmelman called the meeting to order at 5:30 p.m.
Members present: J. Himmelman, G. Rockwell, E. Auer (arrived at 5:45), C. Lippert, S. Mala
Members absent: T. Doyle
Visitors: Peg Scofield
Parmalee Farm, Route 81
Peg Scofield explained to the commission that community garden members would like to expand the area of garden plots. To get to the large field where the expanded garden will be, a small wetland area needs to be crossed. Many residents have offered free labor and free use of machinery in the next few weeks. Mrs. Scofield said she would hate to see the "free" offers having to be refused because of not being able to make the wetland crossing soon. There was a discussion of the work that has already been done in the non-wetland area and what type of machinery has been used.
Various options for crossing the wetlands were discussed. Mrs. Scofield said there are several very large flat rocks that are available on-site that could possibly be used. Telephone poles were also mentioned to possibly make a simple bridge.
G. Rockwell moved, seconded by S. Mala that the permit requirement be waived for work on the wetland crossing on the Parmalee property before the next meeting, with the condition that a Request for Review be submitted at the next IWWC meeting (on April 14th) to deal with future crossings; and any work in the new garden area is considered to be an as-of-right activity and no permit is required for that. The motion carried unanimously.
Adjournment
The meeting adjourned at 5:56 until Tuesday, March 24th at 5:30 p.m. at 118 Parker Hill Road.
