Chairman John Himmelman called the meeting to order at 7:30 p.m.
Members present: J. Himmelman, G. Rockwell, T. Doyle, E. Auer, C. Lippert, S. Mala
Members absent: No members were absent. Enforcement Officer C. Jefferson was absent.
Visitors: Francis Melendez, Debbie Tyler, Roger Nemergut, Robert Gerard from Bascom & Benjamin
Engineering
Minutes: The minutes of the March 10, 2009 Regular Meeting, March 18, 2009 Special Meeting, March 24, 2009 Continuation of the March 10th meeting, and the April 4th Continuation of the March 10th meeting were approved by a consensus of the members.
Enforcement Officer's Report: Enforcement Officer C. Jefferson was not at the meeting. There was no report given.
OLD BUSINESS
A. Buchanan Family LLC Review Application - family subdivision - 25 Chestnut Hill Road
Members inspected the site on Saturday, April 4th with Engineer Roger Nemergut. Mr. Nemergut discussed a new alternative for accessing the parcel for a new house - relocating the lot line. A wetland crossing is still needed. This plan eliminates the house site located on a steep slope, and the driveway would be shorter than it was on the original plan. Because members did not inspect the new proposed access site, another site walk will be conducted on April 25th at approximately 9:30.
B. F. Melendez & N. Gagnon permit application for a garage - 118 Parker Hill Road
Members inspected the site on Tuesday, March 24th to determine the wetlands impact of the proposed garage with an attached shed and a basement that is approximately 68' from a stream. A motion was made by T. Doyle and seconded by G. Rockwell to approve the application as submitted, with the condition that silt fencing be added on the two sides facing the two channels of water. The motion carried.
C. D. Tyler property inspection - 119 Roast Meat Hill Road
Members who inspected the site did not see any problem with the proposal to add 14' onto the house. The original plan submitted to the commission did not have the exact dimensions of the house. The addition will now put the house in the wetland review area but members do not think there will be any negative impact on the wetlands from the additional footage. T. Doyle moved, seconded by E. Auer, to approve the revision, subject to the submission of an appropriate drawing to reflect the revised plan. The motion carried.
D. Parmalee Farm permit (added to the agenda by a majority vote of commission members)
G.Rockwell moved, seconded by E. Auer, to add this item to the agenda. The motion carried. At the March 18, 2009 Special IWWC meeting, members agreed to waive the permit requirement for work on the wetland crossing on the Parmalee property, with the condition that a Request for Review be submitted at this meeting to deal with future crossings. No Review form has been submitted. T. Doyle will contact Hilary Kumnick of the Municipal Land Use Committee to find out when a form will be submitted.
NEW BUSINESS
A. CT Water Company, c/o C. Gaudino (owner), Connwood Foresters, Inc. (applicant), permit
application for commercial timber harvest - Reservoir Road, Map 29, Lot 1
John O'Donnell, a forester for Connwood Foresters, Inc., discussed a proposed timber harvest on the 60 acre parcel. Two crossings will be needed; they will probably be corduroy crossings. The harvest will be done during dry weather. A site walk is scheduled on April 21st with Enforcement Officer Cathie Jefferson. She will report to the commission at the next meeting.
B. C. & E. Gargiulo Review Application - Parker Hill Road Ext.
Robert Gerard, a licensed land surveyor for Bascom & Benjamin Engineering, LLC, presented information on a proposal for a two lot subdivision of the 17 acre parcel. Approximately seven acres of wetlands are on the parcel. A site walk will be conducted on April 25th at 8:30 a.m.
