Regular Meeting #09-07

June 9, 2009

Chairman John Himmelman called the meeting to order at 7:30 p.m.

Members present: J. Himmelman, T. Doyle, G. Rockwell, C. Lippert
Enforcement Officer C. Jefferson was also present.

Members absent: E. Auer, S. Mala

Visitors: Mark Young, Peter Lemery

Minutes: The minutes of the May 12, 2009 Regular Meeting were approved by a consensus of the
members.

Enforcement Officer's Report: Enforcement Officer C. Jefferson reported on the following:
1. A list of building permits and reviews from May was distributed to the members.
2. She noted that there has been an inquiry about building a third building on the "Pharmedica" site. No review form or permit application has been submitted.
3. She had information from the State that all Town permit fees under $100 will be doubled.

OLD BUSINESS

A. Buchanan Family LLC Review Application - family subdivision - 25 Chestnut Hill Road
The property owners have submitted information to the Planning & Zoning Commission for a lot line change. No additional information has been submitted to this commission.

B. Municipal Land Use Committee
No additional information has been received for a wetland crossing on the Parmalee property on Rt. 81.

C. C. & E. Gargiulo Review Application - Parker Hill Road Ext.
A review of the proposal has been completed. No additional action needs to be taken.

D. S. Bochanis (owner), D. Bochanis (applicant) permit application for parking expansion,
associated construction activity, and fabric building and access way in review zone -
183 & 185 Route 81
Mark Young, land surveyor with Waldo Associates, presented a revised plan for activities at the Killingworth Country Commons commercial plaza on Route 81. An 11-space gravel parking area with a paved access way is proposed for behind the existing buildings. Parking spaces will be utilized primarily for employee parking. Mr. Young said the detention basin would have to be reconfigured, and the berm around it would be raised. The fabric building that stores hay and straw for the Feed Store will be moved a short distance and gravel will be added to the access way to prevent it from becoming muddy.

MOTION, G. Rockwell; SECOND, J. Himmelman: that the activities as shown on the application and revised plan ("Zoning Location Survey, Property of Killingworth Country Commons", dated October 31, 2007, with the latest revision date of May 27, 2009) submitted by Shirlee Bochanis (owner), Dean Bochanis (applicant), be approved. The motion was carried with three votes in favor and one abstention.

E. The Congregational Church in Killingworth permit application for pond clearing - 273 Route 81
Chairman J. Himmelman spoke with Bruce Campbell about the proposed pond clearing. The church members will only clear away the leaves and re-position a large rock near the pond. No pond clean-out will be done.

NEW BUSINESS

A. R. Dudek (owner), Peter Marlowe Forest Products (applicant) permit application for timber
harvest - 83 Tower Hill Road
Peter Lemery, from Peter Marlowe Forest Products, discussed a proposed timber harvest at 83 Tower Hill Road. Approximately 350 trees on about 30 acres of the 75 acre parcel will be cut. The proposed harvest will be done in late summer or fall when conditions are dry. Three crossings are proposed. Enforcement Officer C. Jefferson will inspect the site and report back to the members at the next meeting.
