1. Call to Order
T. Lentz called the meeting to order at 7:30 PM.
2. Minutes of Regular Meeting No. 915 Held June 19, 2007
Motion by Stull, second by McGuinness, to approve June 19, 2007 Minutes as written. PASSED UNANIMOUSLY.
3. Visitors - none.
Motion by Stull, second by Adametz, to amend the Agenda to add new item as 7(b) Park & Recreational Sign for Athletic Field. PASSED UNANIMOUSLY.
4. Communications and Bills
(1) Invoice from Technique Printers for printing of Zoning and Road Regulations.
(2) Copy of Inland Wetlands & Watercourses Commission Minutes from June 12 and June 26, 2007.
(3) Two letters of violation regarding signs from Cathie Jefferson, Z.E.O., to Running Brook Farms and Century Travel dated 6/21/07.
(4) Affidavit of Publication and Legal Notice of Publication of Notice of Decision from meeting of June 5, 2007.

(11) Memo from First Selectman Klein to Thomas Lentz, Chairman of P&Z, dated June 26, 2007 requesting a copy of the survey results for the Board of Selectmen. Chairman Lentz noted it should be the policy of the Planning & Zoning Commission that any requested information be obtained from the Chairman who will respond thus eliminating any confusion as to whether or not a request has been acknowledged. Commission members agreed.
(12) Special Exception #228, Killingworth Kids Day Care Center, Expansion from 64 to 74 Children.
(13) Special Exception #229, Killingworth Park & Recreation Commission, Sign for Bethke Community Field.

6. Zoning Enforcement Officer's Report
C. Jefferson noted there has been an inquiry about windmill power, which is currently not allowed in the Zoning Regulations. The windmill would be 100 feet high. It was suggested the interested individual should prepare a proposed zoning regulation and bring it in to the Commission for review. This would be an alternative energy source. It was noted there has been opposition to cell towers, but the Commission would be willing to look at a proposed regulation.
There was a brief discussion regarding the sale of the former Tunney property on Route 148 and Pine Orchard Lane. There may be a proposal coming in soon for subdivision of this land.
There was a brief discussion regarding the storage of dumpsters next to the Dunkin Donuts property. There is no activity on the property other than the storage of dumpsters. C. Jefferson will look into this matter.
7. New Business
(a) Special Exception Application #228 - Killingworth Kids Day Care Center, 155 Route 81, Expansion from 64 to 74 Children
Chairman Lentz noted the scheduling of the hearing would be discussed at the next meeting. If all documentation is received by that meeting, then the hearing can be scheduled for the first meeting in August. Roger Nemergut noted this is 1.1 acres on Route 81 across from the True Value Hardware Store. He explained the proposal is to add a 722 square foot addition which would allow for 10 more children. Mr. Nemergut reviewed parking noting there are no specific zoning guidelines for parking relative to day cares. The original special exception had 21 spaces. He indicated there is no parking issue there currently and twice a year when they have a special event, they have made arrangements with the neighboring property owner to park there. Therefore, this proposal does not show any additional parking. Mr. Nemergut confirmed that the current parking would accommodate 74 children with 2 empty spaces. He also noted the septic is okay because the system is way over sized. Mr. Nemergut reiterated they are not proposing any changes with septic, parking or traffic flow. He will submit a copy of the application to the Town Engineer for review and is waiting for a response from the Wetlands Commission and the Code Official. Traffic and congestion was briefly reviewed. The public hearing will be set at the next meeting pending receipt of additional information.
(b) Killingworth Park & Recreation Commission
Chairman Lentz noted Park & Rec are requesting signs at Bethke Practice Field and Rocco Reale Field. He noted there are Special Exceptions already for these uses. Sue Otto from Park & Recreation was present to review the signs. C. Jefferson explained this was a Municipal Improvement in addition to the Special Exception already approved. Motion by Stull, second by Adametz, to approve the application for signs as presented. PASSED UNANIMOUSLY.
8. Report of Officer's and Subcommittees
(a) Updates of Town Plan of Conservation and Development
Chairman Lentz noted he asked Mike Blatt about the status of the maps. They should be received this week. All of the Assessor's work has been completed. Once the maps are received, Chairman Lentz will put the package together to be sent out to other Boards/Commissions for comments.
