1. Call to Order
T. Lentz called the meeting to order at 7:30 PM.

2. Minutes of Regular Meeting No. 916 Held July 3, 2007
Motion by Stull, second by Adametz, to approve July 3, 2007 Minutes amended as
follows -
 Page 3, under 8(a), correct name of Mike "Blatt" to "Blake".
PASSED UNANIMOUSLY.

(1) Notice of Vote and Minutes from Board of Selectmen Meeting July 9, 2007.

(a) Letter from John Himmelman, IWWC Chairman, dated July 12, 2007, no
inland wetland permit required.
(b) Letter from R. E. Leighton, Code Official, dated July 9, 2007 Re Fire
Protection Review/Approval.
(c) Letter from R. E. Leighton, Code Official, dated July 9, 2007 Re Sanitarian
Review/Approval.
(5) Two invoices from Howard and McMillan.

(6) Memo from First Selectman Klein dated July 9, 2007 Re Affordable Workforce/Housing for Elderly Meeting scheduled for July 31, 2007 at 7:30 PM at the Killingworth Fire House.

5. Old Business
(a) Special Exception Application - Killingworth Kids Day Care Center, 155 Route 81 - Expansion from 64 to 74 Children - set public hearing date
C. Jefferson noted the only item missing at this point is the letter from the Town Engineer. She spoke to Joe Dillon who indicated the letter would be done by the end of the week. Chairman Lentz noted if there were any issues the applicant's engineer should respond to the Town Engineer to get any issues resolved before the public hearing. The public hearing was scheduled for August 7, 2007.

6. Zoning Enforcement Officer's Report
C. Jefferson noted she did another inspection at the Lundberg property (with Lundberg's attorney). They are very close to coming into compliance.

C. Jefferson noted there is a Zoning Board of Appeals hearing on Monday for the Gaugush property. Her denial of the zoning permit to use the barn 30 feet to the property line for horses was appealed. Ms. Jefferson noted if there were horses in the barn when the regulations came into effect then it would be pre-existing, but that was not the case. There has been a conforming use in the barn which was a home business and storage.

C. Jefferson briefly reviewed a "Smart Growth" report she recently received.

C. Jefferson will contact the owner of Someday Farm to again inquire as to what activity is going on there and that any activity needs to be applied for. It was noted some of the activities being advertised are not allowed by the Zoning Regulations.

8. Report of Officer's and Subcommittees
(a) Updates of Town Plan of Conservation & Development
Chairman Lentz noted he received the Open Space map, but still in need of the Land Use Map. He noted Mike Blake had been working on this map, however, is no longer with Tighe and Bond. Another individual is now working on this map and hopefully it will be received soon.


Phil Stull noted he and Jere Adametz recently attended a meeting of the Board of Selectmen in which it was stated the Affordable Housing Chairman had indicated the Planning & Zoning survey was bogus.

There was a brief discussion as to the definition of Affordable Housing.
