July 12, 2006

1. Call to Order
The Killingworth Reservoir Road Bridge Engineer Review Committee held a meeting on Wednesday, July 12, 2006, at the Killingworth Town Office Building, 323 Route 81, Killingworth, Connecticut. In attendance were Edward Coppola, Louis Fronte and Steve Durdy. It was noted Brian Ahearn would arrive later in the meeting. Chairman Coppola called the informal meeting to order at 7:14 PM. Others present were First Selectman Martin Klein and Jere Adametz.

2. Approval of Minutes
Tabled due to the lack of a quorum.

3. Visitors/Correspondence
Chairman Coppola noted correspondence had been received regarding a list of bridge program projects with the Reservoir Road Bridge highlighted.

Copies of letters were available for review that were sent out for the bid notification, letters that were sent out to those that were selected and letters that were sent out to those that were not selected and thanking them for their interest.

First Selectman Klein noted he was present just to listen and see what the status was of this project as the neighbors are very interested in what’s being done. Chairman Coppola noted the Committee will be calling in 5 of the engineering companies that responded. First Selectman Klein asked at what time the State would be releasing the Bailey Bridge to the Town.

4. Old Business
a. Continued Review of Engineering Proposals
There was discussion about when the engineering interviews should take place. Chairman Coppola suggested doing the interview process in two evenings, the first one interviewing 3 firms and the second one interviewing 2 firms. It was decided August 21st and August 23rd would be scheduled for the interviews. There was discussion as to what the engineering firms should be prepared to do for a presentation. Each company should be prepared to give their opinion of the pros and cons of the local bridge program. Chairman Coppola noted the Committee can decide on specific questions it wants to ask at the meeting next week. Letters will go out to the selected firms tomorrow advising them of the interview dates and times.

b. Continued Review of Temporary Bridge Options
There was continued review of the temporary bridge options. Messrs. Durdy and McGuinness prepared a summary of the temporary bridge options. There was discussion regarding a recent bridge project in Guilford. It was noted a funding request would have to go through the Board of Finance and then approved at a Town Meeting.

There was much discussion about getting and using a Bailey Bridge.

It was noted that if the Town decides to do the bridge itself the process would be much quicker, but there would still be a design stage. It was also noted there would be the need for Wetlands and Planning & Zoning approvals at the local level.

Chairman Coppola noted the Committee would be making recommendations to the Board of Selectmen who will be making the final decision as to how this will be done.

Chairman Coppola noted the following should be noted in these minutes from the last meeting. This information was determined after the factor was corrected from the last meeting– Purcell, Cardinal Engineering, GM2 Associates, Nathan Jacobson & Techtonic.

Chairman Coppola noted discussion on these items will be tabled until the next meeting on July 19, 2006 due to the fact there was no quorum present.

5. New Business
a. Set Date for Interview of Engineering Firms
Discussed under Agenda Item 4a. above.

6. Adjournment
There being no further business, the meeting adjourned at 8:13 PM.
