January 21, 2009

1. Call to Order
The Killingworth Reservoir Road Bridge Engineering Review Committee held a special meeting on Wednesday, January 21, 2009, at the Killingworth Town Office Building, 323 Route 81, Killingworth. In attendance were Edward Coppola, Steve Durdy, Paul McGuinness and Kurt Weiss. Chairman Coppola called the meeting to order at 7:07 PM.

2. Election of Officers
Motion by Weiss, second by Durdy, to appoint the same slate of officers for the upcoming year - Edward Coppola as Chairman, Steve Durdy as Vice Chairman and Paul McGuinness as Secretary. Voting in favor - Coppola, Durdy, McGuinness, Weiss. Opposed - none. Motion Carried.

4. Review and Discussion of Project Status
7. Correspondence
Chairman Coppola noted he submitted a 2009 Meeting Schedule on an as needed basis.

Chairman Coppola reviewed two emails from David Arzt, Cardinal Engineering. Mr. Arzt noted he received Army Corps and DEP Water Quality Certification Permits, but still waiting for Connecticut Health Department approval. The Stormwater Discharge Permit application and General Application forms were submitted on January 6th. All previous information had been submitted. DEP had promised a quick turnaround, but have not heard anything yet. It was also noted there is a meeting on January 27, 2009 between First Selectman Cabral, Cardinal Engineering and Close Jensen Miller to discuss requirements for advertising. The anticipated advertising date is April 8, 2009, however, the contract is not to be advertised until formal authorization has been received from the State Department of Transportation. Chairman Coppola noted he has been invited to attend the January 27th meeting at 2:00 PM. Coppola invited other members of the Committee to attend also.

Correspondence from William Mullen, Army Corps of Engineers, to David Arzt indicating the permit covers both DEP and Army Corps.

Correspondence from Michael Salter (Connecticut DEP) to David Arzt indicating they don't issue a physical permit once approved. DEP approves the permit and sends it to Army Corps who issues the permit.

Email from David Arzt to Cindy Gardino at Connecticut Water Company asking if she has any news from the Connecticut Health Department as to its approval. No reply has been received yet.

Email from Coppola to David Arzt notifying him of the meeting this evening and asking for status update on approvals.

5. Discussion Concerning how Committee can "Push" the Project
There was general discussion regarding timing and status of project and funding.

6. Approval of Meeting Minutes
It was a consensus of members that the December 10, 2008 Minutes (informal discussion, no quorum was present) were correct as written.

Chairman Coppola reminded everyone of the meeting on January 27th at 2:00 PM at Close Jensen Miller for any members who would be available to attend.

There being no further business, the meeting adjourned at 7:36 PM.
