November 7, 2007

1. Call to Order
The Killingworth Reservoir Road Bridge Engineering Review Committee held a special meeting on Wednesday, November 7, 2007, at the Killingworth Town Office Building, 323 Route 81, Killingworth, Connecticut. In attendance were Edward Coppola, Steve Durdy, Louis Fronte and Kurt Weiss. Paul McGuinness called to say he was not available. Chairman Coppola called the meeting to order at
7:05 PM.

2. Visitors/Correspondence
First Selectman Klein and Catherine Ino (selectman elect) were present.

4. Correspondence/Review and Discussion of Cardinal Engineering Reports and Progress to Date
Letter from Conn DOT to First Selectman Klein dated July 7, 2007 indicating CJM has reviewed the June 2007 structure type study report. The report stated the installation of two 12 foot wide box culverts was the most prudent and cost effective solution for the replacement of the Reservoir Road Bridge. Chairman Coppola briefly reviewed this letter.

Letter from Close Jensen Miller to David Artz of Cardinal Engineering dated September 18, 2007 commenting on the revised hydrology report dated August 28, 2007.

Letter from Conn DOT to First Selectman Klein dated October 8, 2007 forwarding supplemental agreement increasing federal grant for the engineering phase of the project.

Letter from Conn DOT to First Selectman Klein dated October 10, 2007 stating Close Jensen Miller has reviewed the preliminary engineering report dated September 18, 2007 prepared by Cardinal Engineering. Approval received from Conn DOT.

Letter from Town of Killingworth, First Selectman Klein, to Cardinal Engineering dated October 15, 2007 authorizing Cardinal to proceed with the design phase of the project.

Letter from Linda Dudek, Town Clerk, advising meeting schedule for 2008 need to be filed.

Copy of Notice of Public Information Meeting to be held November 15, 2007 at Killingworth Elementary School, All Purpose Room.

Letter from Cardinal Engineering to First Selectman Klein enclosing status report dated November 5, 2007. Chairman Coppola read the status report into the record.

Chairman Coppola noted Close Jensen Miller had asked if the Town wanted any special effects on the bridge. It was noted there will probably be some discussion regarding guard rails. Chairman Coppola noted CJM are the consulting engineer representing the State of Connecticut and recommended the town do some renegotiations (on fee) with Cardinal Engineering regarding the option of box culverts and that design time will be less. It was noted there may also be an add on for plates for submission to Army Corps of Engineers.

5. Review and Discussion of Past Correspondence, Reports and Minutes
Chairman Coppola read a document he had prepared summarizing the chronology of events for this project. There was discussion about when and how the bridge was actually closed. There was a brief discussion about the appearance of the area and whether the sand could be removed and barriers put in place. Perhaps the barriers would be more attractive, however, the sand is probably safer.

3. Approval of Meeting Minutes
Minutes from May and July 2007 were tabled until the next meeting.

Chairman Coppola noted Cardinal Engineering will be doing the presentation at the November 15, 2007 informational meeting. He noted a project such as this is very complex even though it may not seem so. Cardinal Engineering has been very cooperative in their response time when First Selectman Klein has made a request. Chairman Coppola thanked First Selectman Klein for staying on top of this project.

There being no further business, the meeting was adjourned at 7:44 PM.
