1. Call to Order
The Killingworth Reservoir Road Engineering Review Committee held a special meeting on Wednesday, March 19, 2008, at the Killingworth Town Office Building, 323 Route 81, Killingworth. In attendance were Edward Coppola, Steve Durdy, Kurt Weiss, Paul McGuinness and Peter Venuti. Chairman Coppola called the meeting to order at 7:14 PM.
2. Approval of Meeting Minutes
Motion by Venuti, second by Durdy, to approve January 28, 2008 Special Meeting Minutes amended as follows -
Page 2, under 6., 2nd paragraph, correct first sentence to read, "Chairman Coppola noted the options were using Douglas Fir on mafia blocks or piles or pre-stress beams."
SO VOTED.
3. Visitors/Correspondence
There were no visitors present.
Copy of letter dated January 28, 2008 from Town of Killingworth to Joseph Cermola III, Cardinal Engineering, that at the Board of Selectmen Meeting of January 28, 2008 they voted to utilize the concrete form liners. Chairman Coppola noted he had received a call from Cardinal indicating those form liners were not available, but he received another call yesterday stating they found another supplier.
Copy of letter dated February 27, 2008 from Cardinal Engineering to Edward Walz, Close Jensen & Miller submitting the 70 percent design plans and flood management permit application for review. We are awaiting a copy of what was submitted. As of yesterday, Cardinal has not heard back from Close Jensen & Miller. Once Close Jensen & Miller approve the 70 percent design plans, the approval process for permit will take approximately 9 to 12 months. After Cardinal submits this to DEP and they have a couple of weeks to review it, the first selectman can call the town's state representatives and ask them to visit DEP and request this be fast tracked through the system.
4. Review and Discussion of Temporary Roadway Alternates
Discussion ensued regarding having a temporary bridge. Chairman Coppola noted this issue came up at an August or September meeting in 2006 where a few residents asked why this committee wasn't being forceful enough in recommending a temporary bridge to the Board of Selectmen. He reviewed the charge of this committee. The process for getting approval for a temporary bridge was discussed. It was noted the issue of a temporary bridge was never really fully discussed at the time the bridge was closed. There was never any encouragement from the Selectmen at that time to proceed with a temporary solution. Chairman Coppola noted it was included in the Committee's report to the Selectmen that the Committee reviewed temporary solutions. Chairman Coppola explained the difference between Committees and Commissions and the fact a Committee has a specific charge from the Board of Selectmen. It was noted First Selectman Cabral attended this Committee's last meeting and encouraged the Committee to investigate and look into temporary options. Chairman Coppola reminded everyone, however, that was not the Committee's charge.
Chairman Coppola noted Peter Venuti and Paul McGuinness will come up with summaries on some options they were studying along with potential engineering fees.
Peter Venuti noted he drew a design for drag line mats and faxed it to J. Sylva. Chairman Coppola referenced another piece of correspondence from Sylva Engineering to Peter Venuti dated March 19th concerning the drag line option. Mr. Venuti reviewed the documentation he sent to Sylva Engineering and the response from Sylva. He then reviewed in detail the response from Sylva noting the cost for this solution (with the additional items required by Sylva) would then be unbearable (between $75,000 to $90,000). The estimated cost for the individual items was reviewed. There was much discussion regarding the piles and pile driving.
A concrete slab option was briefly reviewed (approximately $90,000). It was noted there would be similar costs for either drag line mats, concrete slab or even pre-stressed beams (no supplier could be located).
Bridge load factors were reviewed.
Chairman Coppola noted he would prepare a summary letter of options to the Board of Selectmen and email it to the members for feedback. He would also point out this Committee had conducted studies for a temporary bridge crossing in May and June of 2006. The then First Selectman had attended these meetings and was aware of these discussions.
