Call to Order
The Killingworth Town Office Building Committee held its monthly meeting on Thursday, September 20, 2007 at the Killingworth Town Office Building, 323 Route 81, Killingworth. In attendance were Gwenne Lally, Bob Aft, Louis Annino, Hilary Kumnick and Jim Lally. Chairman Lally called the meeting to order at 7:36 PM.
Introduction of Visitors
Richard Cabral was also present to observe.
Approval of August Minutes
Motion by Annino, second by Lally, to approve August Minutes as presented. PASSED UNANIMOUSLY with Kumnick abstaining.
Communications
Chairman Lally noted she met with First Selectman Klein regarding the fate of the barn. There is some significant rot on the bump out of the main structure. The Fire Department would like to fix it so they can store some equipment there. Chairman Lally noted the Committee is definitely interested in the main structure, not sure about the bump out. There was further discussion regarding the condition of the barn and what could be done with it.
Mr. Lally noted his concept for the addition on the town hall (that he had) was to make it look like an old farm with the building in the back. The addition where the modulars are would look like a barn. The basic barn with the cupola isn't too bad. Mr. Lally noted this Committee needs to have direction. There are a lot of agencies, other than the Fire Department, in town that could use the barn if it was fixed up without spending crazy money. The roof needs to be fixed up. The bump out isn't very good construction and that could probably be removed, but the basic barn itself is a good solid barn. This would enhance the town hall property in the future. If the Fire Department wants to use it, the Emergency Management Services could probably use it too. It is a shame to tear it down until this Committee has studied it and made a decision as to what should be done with it.
Chairman Lally noted the old farmstead look of the town hall is the historic origins of Killingworth. This Town is not a "town green" town historically. She suggested getting together with the Historical Society before the Committee issues its report to say it is the Committee's vision to create a town hall that reflects the historic origins of the town.
Parking was briefly reviewed. Mr. Lally reviewed his concept and plans. Mr. Lally noted he visits a lot of town halls in the State to take out building and demolition permits. There could be a separate entrance into the Land Use Department from a lower level. Mr. Annino noted employees should be parking in the back of the town hall allowing the spaces up front for the taxpayers.
Chairman Lally noted First Selectman Klein indicated they found a generator in the building in the back that was fixed up and that could supply a huge amount of electricity in the event it was needed.
Mr. Lally envisioned the lower level to be offices, either cubicles or full walls. There could also be a large meeting room. He reviewed his concept in more detail. Mr. Kumnick noted this should be an energy conservative and green project if it is going to be done. It was noted the new heating system for the current building should be big enough for anything that is contemplated in the future.
Old Business
Chairman Lally noted Arleen Tunney and Jim Lally are working on the conceptual plan and making great progress. It was noted the heating and AC should be green mechanicals. Kumnick and G. Lally will work together on the green mechanicals.
Mr. Aft noted an explanation should be written as to why the Committee is advocating renovation versus ground up.
Chairman Lally noted Mr. Kumnick compiled a lot of information regarding the vault. He will put that together. One of the action steps in the Committee's report should be that the First Selectman notify everyone who has something in the upstairs vault to go through it and purge anything that can be disposed of.
Chairman Lally and Bob Aft will work together on budget figures.
Chairman Lally noted meeting space has been discussed and no one has actually said there isn't enough meeting space.
Mr. Aft noted he would discuss some code issues with Dick Leighton. There was some discussion regarding entrances and stairs. Mr. Lally suggested the Committee take a tour of some other town halls.
It was decided to hold a special meeting on October 4th.
There was a brief discussion regarding the condition of the current building and the Committee should look at getting some confirmation that this building is structurally sound before proceeding. Chairman Lally asked Mr. Aft to confirm with Mr. Leighton the condition of the building.
There was discussion about what is still needed in the Clerk's Office. It was suggested bumping out at the front of the building for additional space. The space in various other offices was reviewed. Some have too much space and others don't have enough. The heating system/AC was discussed.
Chairman Lally noted she had another conversation with First Selectman Klein regarding getting the State Trooper Office in this building. She reminded him there were severe confidential issues with that as well as the Probate Court. It was noted there are statutory issues with proximity of Probate to the Town Clerk's Office and vault and confidentially issues too.
It was noted the Land Use Office could be split with portable dividers. Perhaps Emergency Management Services could be located in that space. A command center location would still be in the Fire House. There was much discussion about possible locations for Civil Defense.
Chairman Lally reiterated the Committee would meet on October 4th for a Special Meeting.
There was nothing new to report on the Bosco property. Mr. Lally noted someone should go on to the Bosco property and take some photos of what is there to work from. Not everyone has been there to see it. Chairman Lally noted she will put on the regular October meeting agenda an item "names of subject matter experts to talk about the Bosco property". There should also be a meeting of Committee members at the property.
